  • 15 Apr 2015 in National Assembly: Thank you very much, hon. Temporary Deputy Speaker. Before I go into any substantive comment on the Bill, I will just want to make two observations. One, this Bill is going to turn Kenya into an open and transparent society. A lot of things have been done in an opaque manner. The second comment I would like to make is, there is a popular saying that: “It is only a fool who does things the same way and expects different results.” For a long time this country has done things the same way and we have always thought that we ... view
  • 15 Apr 2015 in National Assembly: is there and as we stand now with this Bill, I think we shall be able to get redress for these people who are affected. The second issue is about giving notice and like some Members have said, in this country we have a terrible disease. As a medical doctor, some people have called this disease many names. We have a terrible disease that started in the early years of Independence. The disease got worse during the time of the Nyayo era. We thought we were getting somewhere to curing this disease but it seems to be recurring especially with ... view
  • 11 Mar 2015 in National Assembly: Thank you, hon. Temporary Deputy Chairman. My concern, as we go forward, is that we have just dealt with Clause 4 and we have negated the amendments. The Clause was defining “domestic relationship”. If we come to Clause 5 and we introduce the amendments to Clause 5 (1) (a), my view is that it will contradict what we have just done in Clause 4. • 11 Mar 2015 in National Assembly: Thank you, hon. Temporary Deputy Chairman. I also support the amendment because of the issue of it being sometimes abused. view
  • 18 Feb 2015 in National Assembly: Thank you, hon. Temporary Deputy Speaker. First, I would like to thank my friend and brother, Dr. Ottichilo, for having come up with this Motion. To begin, let me touch on two areas. First of all, the importance of green energy came into sharp perspective when President Obama was campaigning for the very first time to be elected as the President of the USA. At that time, it was one of his flagship agenda that he was going to promote and push for the establishment and the enhancement of green energy in the USA and in other parts of the ... view
  • 18 Feb 2015 in National Assembly: Let me stop there and talk about hydro a bit because for a long time, most of the hydro generation of electricity has been on Tana and Athi River yet in this country, we have many rivers. Let me touch River Nzoia that borders my constituency. When River Nzoia floods, our brothers in Bundalangi normally suffer a great deal. For many years, we have cried and said that many dams or a series of dams should be built on this river, which can then be used for many other things including generation of electricity. For a long time, it has ... view
  • 10 Dec 2014 in National Assembly: Hon. Temporary Deputy Speaker, before I say one or two things, first let me congratulate my friend and colleague, hon. Lekuton, for having come up with this timely amendment to the Traffic Act. view
  • 10 Dec 2014 in National Assembly: I would like to start by saying that children will always be children. Whenever they are, in whatever country they are, children will always be children. They will always play, experiment and they will want to innovate. So, it behooves us as the elders and the parents to make sure that children are safe. This Amendment Bill, to me is very timely because my constituency of Likuyani borders the busy road from Eldoret to Kitale. We have so many schools by the side of the road. We have many markets and what we have observed over a period of time ... view
