There are counties where a slight delay in the passage of The County Allocation Revenue Bill or disbursement occasions long delays in payment of salaries. However, it is the responsibility of government, not just the Kenyan Government, to ensure the safety and security of its citizens. When matters of security and safety of citizens are brought up in a Statement or otherwise, and Members ventilate in a manner to call the attention of Government to act to ensure peace and stability in the nation, it should not be misconstrued as bashing it. As it has been said by my colleagues, teachers play a very important role in the society. They do so both inside and outside the classroom. However, the most unfortunate thing about our situation is that our teachers have largely been reduced to beggars. This is a serious matter. A matter that this House attempted to resolve or provide a blueprint for a resolution of disputes arising from county boundaries. It is a bit difficult to understand the point at which a Bill has not properly originated from the House where it is supposed to originate.   • 30 Sep 2020 in Senate: Thank you. Mr. Speaker, Sir, for this opportunity to make a comment on the Petition brought to the Floor of this House by Nandi Senator. The issue of non-payment of contractors by secondary schools should not arise. The laws governing procurement in this country are explicit that by the time you are issuing a tender for supply of goods and services, you have ring-fenced the amounts equivalent to the cost of the tender you have floated.
