The matter of the Petition that you read from residents of Makueni is a very unfortunate situation. People in this country petition this House is because they expect that their matters be processed and they get results without much ado. It is the same reason Members here bring Statements to the Floor.

The matter of pollution arising from blasting in construction sites across this country has been a thorn in the flesh of communities neighbouring capital projects. In Kitui, for example, there is construction of the Kibwezi-Kitui Road. There has been several cases which have been brought to the Floor of this House which have been dealt with by the Committee on Roads and Transportation where I sit. To date, those people are still awaiting for results.

I was to stand to comment on this matter. Going forward, I will urge the Speaker of the Senate to ensure that directions that are given on Statements, Petitions or Motions are implemented to the letter. This is the only way we are going to heighten public confidence in the Senate and avoid us been branded as a talking House. We are a House of records and a serious House for legislation and representation.

I thank you, Madam Deputy Speaker for this opportunity. It must be noted that the distance we have to cover to make a contribution is long. I wanted to comment on the second Statement by Sen (Dr.) Mbito, touching on the establishment of agribusinesses, especially focusing on the youth. In support of that Statement, it should focus on youth empowerment in general beyond the COVID-19 situation. This is because the rate of unemployment among the youth in this country is a ticking bomb.

Madam Deputy Speaker, I appreciate that the Government has come up with a programme under a fund created by the President, to engage young people in urban centres in the counties under the Kazi Mtaani initiative. This initiative will take six months and the youth will be engaged for 11 days in a month. I urge the Senate and the leadership of this country to move beyond these stop-gap measures in engaging our youth. The Statement by Sen. I will be very brief and say only three things. One, I thank and more sincerely congratulate the MCAs of Kirinyaga for having the courage to prosecute this matter to where they have brought it. We, as a House, should help county assemblies to build capacity. What they have done is part of their constitutional mandate. They should not feel sorry about it or be made to feel bad about what they have done. They have done a good job. As previous speakers have said, when they are processing impeachment proceedings against a governor, they must be guided by evidence.

Secondly, we, as a Senate of the Republic of Kenya have done our job. The decision the Committee has made is not its decision, but of this Senate. So, all of us are bound by that decision. It is only fair that we also allow the public to pass judgement on what we have done. On our part, we feel that maybe we have served justice. The public must have a say on this matter.

Lastly, focus is now on the staff of county assemblies. When you read this Report, you will see that accountability is now shifting from governors to the accounting officers.
