  • 21 May 2019 in Senate: all of a sudden, he is arrested and put in. As this would only happen in this country, the Director of public Prosecution (DPP) woke up and wrote a letter ordering the release of the Senator and other elected leaders. Mr. Speaker, Sir, why in the first place would anybody, leave alone an elected leader be arrested if the police do not know why they are arresting them? For example, police meet somebody on the streets of Matungu where there are killings taking place - we must condemn the killings - and they decide that certain leaders must go in. ... view

  • 16 May 2019 in Senate: Mr. Speaker, Sir, I sit in the Senate Standing Committee on National Cohesion. Today, many years after the PEV, we are still grappling with cases of compensation for the victims. Mr. Speaker, Sir, it will be remembered that in 1997 in South Africa, they established a Commission to look into historical injustices visited on the people of South Africa during the Apartheid era. There was so much debate on that Report that some people were not sure whether this was not a ‗kleenex‘ commission where people were given tissue paper to wipe their tears and the Report was never going ... view
  • 16 May 2019 in Senate: Mr. Speaker, Sir, one of the documents that I was looking forward to be tabled before the BBI was the TJRC Report. This is because it does not make sense for the BBI to go round the country seeking to reconcile and unite our nation when a cardinal Report that chronicles all the injustices visited on the people of this country is lying on the shelves of the National Assembly. I urge the leadership of the Senate to expedite the process that will bring that Report before this Senate for debate. It will not just be for debate for the ... view
  • 15 May 2019 in Senate: Thank you, Mr. Speaker, Sir. I want to join my colleagues in condemning what is happening at Kiboko. It will be remembered that a few years ago, precisely in 2015, there was a similar spillage around Thange River, where people in their thousands were affected by the oil spillage. To date, the clean-up exercise in Thange River is yet to be completed and now Kiboko, which is neighbouring Thange River, is experiencing a similar case. It will also be remembered that this is a new pipeline that has cost the taxpayer Kshs48 billion. A few months into completion and commissioning, ... view

  • 15 May 2019 in Senate: Mr. Speaker, Sir, with due respect to the Senator for Nyeri, who is also the Chairman of the Committee on Energy, you have committed that Statement to the Committee on Energy. To make progress, would it be in order to require the Chairperson to reserve his comments to the time when we will deal with the Statement, so that we make progress in this House? view
  • 15 May 2019 in Senate: Thank you, Mr. Speaker, Sir, for this opportunity to also contribute to the Statement by Sen. Dullo. I will begin by saying the MoE is the personification of failure in the education sector in this country. I think the turnover of Cabinet Secretaries in the Ministry of Education (MoE) is the cause of the failure in this sector. view
  • 15 May 2019 in Senate: It will be remembered that sometimes towards the end of last year, there was so much confusion regarding the Competency-Based Curriculum (CBC). The PS said that the Ministry was prepared to roll out the programme, but the Cabinet Secretary who appeared before a Committee of the Senate said the Government was ill-equipped and ill- prepared to roll it out. A few months down the line, a new Cabinet Secretary came to office and literacy pushed the CBC down the throats of teachers. view
