  • 15 May 2019 in Senate: Mr. Speaker, Sir, I listened very keenly to Sen. Halake when she cited Article 27 of the Constitution. Therefore, the case of discrimination of students from north-eastern region is covered under Article 25 of the Constitution. It provides for the special rights that can never be denied to any child in this country on the basis of origin. It is a pity that those children are being subjected to inhuman treatment on the basis of their origin. view
  • 15 May 2019 in Senate: I join my colleagues in saying that this matter cannot be sufficiently handled by the Committee on Education. It is a matter that needs the attention of the Committee of the Whole. The Cabinet Secretary should appear before the Senate, so that we deal with this matter and dispense with it, once and for all. view

Having said that, because I have only two minutes, it is not enough for the Senate Majority Leader to say that he was sad as the Bill was being signed into law. He needs to do more than just being sad. view
  • 14 May 2019 in Senate: As my colleague from Bungoma County has said, this is the time that the Leadership of this House must provide leadership from the front. They should lead this Senate to the courts for interpretation. The law and the Constitution are clear. Agriculture, including— (a) crop and animal husbandry; (b) livestock sale yards; (c) county abattoirs; (d) plant and animal disease control; and (e) fisheries. 2. County health services, including, in particular— (a) county health facilities and pharmacies; (b) ambulance services; (c) promotion of primary health care; (d) licensing and control of undertakings that sell food to the public; (e) veterinary services (excluding regulation of the profession); (f) cemeteries, funeral parlours and crematoria; and (g) refuse removal, refuse dumps and solid waste disposal.‖ view
  • 14 May 2019 in Senate: The only function under the Fourth Schedule that is assigned to the national Government is the national referral health facilities. It is actually a slap in the face of the Senate for the President to assent to the Health Bill without the input of the Senate. We also have issues when it comes to the procedure of processing Bills. It is also very clear that the Speaker of the Senate and the Speaker of the National Assembly must concur and decide whether a matter under legislation affects counties or not. Wetangula that we should support this Bill. However, when it comes to the Third Reading, we must take it to mediation. view
  • 30 Apr 2019 in Senate: I want to begin by thanking the President of the Republic of Kenya. On 4th of this month, he declared on record that the state of our economy and our nation is strong. That strength must be felt in every county in this country. However, we cannot feel that strength by reducing the allocations to the counties. view

Last week, it is on record that they declared that our economy has grown by 6.3 per cent in 2018 on the back of agriculture, manufacturing and transport sectors. Agriculture is a fully devolved function. The only thing you can do is to give more monies to this function to boost economic growth. You cannot do that by reducing allocations to the counties. What the National Assembly is inviting the Senator for Kitui to do with the proposed amendments is to deny the people of Kitui Kshs251 million which would go to the water, ... view
