• 20 Mar 2019 in Senate: I am saying this in relation to Clause 11(a) which provides that the CEC concerned shall ensure timely and efficient disbursement of funds for the implementation of county ward development projects. That should be the case but to a bigger extent, I hold the view that this House has let counties down when it comes to disbursement of development funds from the national Government. The PFM Act is very clear on disbursements from the national Treasury to the county governments. The ruling of the Speaker was that the Committee on Finance and Budget was supposed to give us a response on that matter not later than 2nd March, 2019. Almost two weeks after the deadline, I have not received any communication. Likewise, the petitioners have also not received any communication.
