  • 27 Sep 2018 in Senate: Thank you, Mr. Speaker Sir, for this opportunity to pronounce myself on this Petition. I congratulate the Petitioners for bringing this matter to the Floor of the House. I got an opportunity to visit a section of this bypass and we went up to Laini Tisa and Kapseret. The complaint of the public is a common thread and the issue of compensation for land used for the construction of the road has become a thorny issue. The electronic version of the Senate Hansard Report is for information purposes only. A certified version of this Report can be obtained from the ... view
  • 27 Sep 2018 in Senate: Thank you, Mr. Speaker Sir. The value of this project is set at Kshs5 billion and the compensation figure is set at Kshs4.2 billion. Kenyans are being asked to get out of their land and homes for these works to continue but nobody is giving them money for resettlement. Nobody is compensating them for houses that have developed cracks arising from activities of the contractor. The other issue that I saw and I see in this Petition is the matter of workers; unskilled labour, that is being used along this road. There have been numerous complaints, and it is not ... view
  • 13 Sep 2018 in Senate: Madam Temporary Speaker, thank you for this opportunity. I also stand in solidarity with my colleagues to condemn the act of rape and murder of women in this country. • 11 Sep 2018 in Senate: Thank you, Temporary Madam Speaker. I just caught nominated Sen. Abishiro Halake walking in the Chamber when the Speaker was on her feet. Is that in order? view
  • 11 Sep 2018 in Senate: Thank you, Madam Temporary Speaker. I join you, the Senate Majority Leader and the former national Chairman of Wiper Party who is also the Senator for West Pokot County, currently serving on loan to the Kenya African National Union (KANU) party, to welcome the visiting delegations from Elgeyo Marakwet and Machakos counties. Currently, the Senator for Machakos County is engaged elsewhere in his representative role. On his behalf and the people of Machakos, Kitui and Makueni counties, I extend our welcome to them and hope their stay here will be worthwhile. I believe they will use their time here to ... view
  • 11 Sep 2018 in Senate: Thank you, Madam Temporary Speaker. I also take this opportunity to congratulate Sen. Dullo for the statement. There is no dispute that health is a devolved function. However, the biggest problem that we are facing in almost every county in this country is that there are no standards in terms of regulation of the health function. Every county is doing their own thing in regard to health management, especially the establishment of these health insurance schemes. view
  • 11 Sep 2018 in Senate: As noted by Sen. Dullo, the universal healthcare programme is rolling out in a few months’ time. Every county is now starting their own health insurance schemes. We have the National Health Insurance Fund (NHIF) which is also recruiting from the same people. I request that the Senate Committee on Health takes leadership in this matter and guides us, as a House, in setting basic standards for health insurance in counties. To me, before we even begin talking about health insurance schemes, we should look at the issue of medicine in hospitals, proper medical equipment and personnel in hospitals in ... view

  • 7 Aug 2018 in Senate: Mr. Speaker, Sir, I rise to make a statement pursuant to Standing Order No.46(2)(a) on an accident that happened over the weekend in Mwingi, Kitui County. I wish to draw the attention of the Senate to a grisly road accident that happened in Mwingi Central Constituency of Kitui County on Saturday, 4th August, 2018. The accident claimed the lives of 10 pupils of St. Gabriel’s Boarding Primary School in Mwingi Town. The pupils accompanied by three teachers and the school matron had gone on a trip to Mombasa and were barely three kilometres back home when the accident happened. Before ... view
  • 7 Aug 2018 in Senate: Mr. Speaker, Sir, I wish to condole with the families of the children we lost and pray that God will continue to give those families the strength. There is so much they need to deal with the loss. To the children who were injured in the accident, I wish them quick recovery and to the entire school community, may God’s grace be sufficient for them as they try to come to terms with that most traumatizing accident. As we mourn the innocent children whose lives have been cut short so early, three things stand out, which require the immediate attention ... view
