  • 7 Aug 2018 in Senate: Thank you, Madam Temporary Speaker, for this opportunity to add my voice on this Report. I will be brief, but concise. From the Report that was tabled by the Chairman, who is also the Senator for Makueni County, Sen. Mutula Kilonzo Jnr., Perry Mansukh is a person of interest with regard to security operations in Nakuru. This is a man who did not just commit an illegality in the construction of the dam, but also sought to conceal that illegality by attempting to bribe the very people that were adversely affected by his actions. Madam Temporary Speaker, the three national ... view

  • 1 Aug 2018 in Senate: Thank you, Mr. Deputy Speaker, Sir. I also hope that there will be value addition in this contribution. The value addition is very simple and straightforward. We have spent well over 30 minutes canvassing the matter of sub judice even before the Chairperson of the Committee begins reading the first paragraph of the Report. If there was any doubt as to the amount of public interest on this matter, then the debate on the intervention by Sen. Moi settles that matter. This is a matter of serious and immense public interest that cannot be curtailed by a consideration on the sub ... view

  • 1 Aug 2018 in Senate: If you asked me, and I am not a lawyer, the lawyers in the House have already ventilated on thismatter. However, if you weigh the public interest against the argument of sub judice on this matter, it has been canvassed, not only in this House, but also in the public domain. It has been debated and witnesses have appeared before the Committee of this Senate. My submission is, therefore, that you allow the Committee Chairman to table the Report and for Senators to debate this matter objectively and without prejudice. Thank you, Mr. Deputy Speaker, Sir. view

  • 25 Jul 2018 in Senate: Thank you, Mr. Deputy Speaker, Sir, for giving me this opportunity to add my voice in support of the Statement brought to the Floor of the House by the Senate Majority Leader, Sen. Kipchumba Murkomen. Mr. Deputy Speaker, Sir, from the onset, I state that my reading and understanding of that Statement is that it does not seek to cure or provide an answer to the superiority debate between the National Assembly and the Senate. That matter was long settled by the drafters of the Constitution. What we saw yesterday on the Floor of the National Assembly was unfortunate. There ... view
  • 25 Jul 2018 in Senate: Thank you, Mr. Deputy Speaker, Sir, for allowing me to proceed. If the reference is to the use of the word ‘juvenile’, I am just making reference to immature emotions. Now that the enemies of devolution spoke yesterday, the champions of devolution must have their way today. It must be made clear that the Senate is not seeking validation from the National Assembly with regard to its roles. In the debate yesterday, there was talk of us encroaching into the work of committees in the National Assembly. There was also talk that Senators should concentrate on over-sighting counties. What a ... view
