  • 27 Oct 2024 in Senate: It was shut down at the National Assembly on that basis. However, what is even more worrying is that naturally if a Bill is rejected in one House after having been passed in the other House, the natural consequence of that is to take that Bill through mediation. That is the natural consequence. I have not heard of any communication about any mediation on that Bill, and the matter has just died there. The ndengu farmers in this country deserve better. They are Kenyans. They want and deserve to be supported just as the tea, sugar cane, coffee and even ... view
  • 23 Oct 2024 in Senate: Mr. Speaker, Sir, I have listened to Sen. (Dr.) Khalwale. Let me just educate him a bit. Words have meaning. From where I sit, nobody has been appointed to the position of the Deputy President. There has only been a nomination pending--- view
  • 23 Oct 2024 in Senate: Sen. Cheruiyot, I live in this world. I am in the same Senate with you. I will insist that words have meaning. Maybe where you come from in Kericho, appointment and nomination mean the same thing. In the English dictionary, they mean completely different things, but you can benefit from this, if you will. Mr. Temporary Speaker, Sir, on the matter that Sen. (Dr.) Khalwale is raising, we all know that it is a matter being canvassed elsewhere. We can go into that debate if that will be necessary. I do not think it will be. The electronic version of ... view
  • 23 Oct 2024 in Senate: The most important thing would have been for us to ask ourselves - over a period of time now, we have had questions listed for responses. In fact, if you remember and if my memory serves me right, we had to adjourn the sittings last Wednesday because Cabinet Secretaries that were expected here did not turn up. The same thing as happened today. Maybe there will be need for proper communication or engagement between the Office of the Speaker and the Office of the Majority Leader with the Cabinet Office, so that the appearance for the Cabinet Secretaries before this ... view
  • 22 Oct 2024 in Senate: Mr. Speaker, Sir, I thank you for the opportunity to also add a voice to this Report that was tabled in the House by our Committee on Finance and Budget. From the onset, I wish to state that from many fronts, devolution has come under attack. You will realise, even from the comments of other Senators, that every county government in Kenya is crying for disbursements from the National Treasury. It was tested before when some of us were toddlers – and I think Sen. (Dr.) Khalwale, was a The electronic version of the Senate Hansard Report is for information ... view
  • 22 Oct 2024 in Senate: grown-up man at that time – the best way of killing devolution was to starve the Majimbo of funding. This is being repeated now. It seems like there is a concerted effort to deny funds to the devolved units of Government, so that we can kill devolution. Giving a dog a bad name so that you can kill it. It is clear in our statutes that if there is any disparity or deficit in the national budget, you do not touch the allocation to county governments. The national Government takes care of the shortfall in revenue, and you do not ... view
  • 22 Oct 2024 in Senate: Mr. Speaker, Sir, with those remarks, I would like to stand with the Senate Standing Committee on Finance and Budget, in saying that we should totally reject the proposals to amend the allocations to counties and stick to what we had discussed in the Division of Revenue Bill (DORB). That, counties will get their Kshs400 billion to roll out their functions. As I conclude, I would also like to call upon the National Treasury to ensure that they expedite the release of funds to counties. All of us come from counties. We represent the interests of our counties. I can ... view
  • 17 Oct 2024 in Senate: Thank you, Mr. Speaker. There is a reason why my colleagues call me a bishop and others call me a pastor. The book of Deuteronomy, chapter 19:18-19 says that – “And the judges shall make careful inquiry, and indeed, if the witness is a false witness, who has testified falsely against his brother, view
  • 17 Oct 2024 in Senate: Mr. Speaker, Sir, I have a few things to clarify from EACC. One, did you find it necessary to record a statement from Crystal Kenya and Shobikaa Impex Limited in that probe? This is because they had been mentioned? Were they entities in the investigation? Secondly, has Shobikaa Limited ever done any business with KEMSA or with Global Fund before the case on record? In your own investigations, did you find that? In your letter, I see you have recommended administrative action against the Chief Executive Officer (CEO), the Acting Director of Procurement and two procurement officers. I see no ... view
  • 16 Oct 2024 in Senate: Thank you, Mr. Speaker, Sir. I have two clarifications to seek from Hon. Mutuse. My leader Governor James Orengo opened this session with a verse from the Bible. I will also read one. Exodus 23:1 says- “You shall not spread a false report. You shall not join hands with a wicked man to be a malicious witness” Hon. Mutuse, is this Impeachment Motion really and truly your Motion? I ask because on all accounts the witness is unable to prove anything. Is this your Motion or were you called to just sign a Motion and come and defend it here? ... view
