  • 15 Oct 2024 in Senate: Thank you, Mr. Speaker, Sir. I associate myself with the comments by the Senate Majority Leader, but with some amendments. A lot will be said by Senators, but this governor has disobeyed invitations and summons by various committees. Requiring that each Committee then contact the IG of the NPS to produce the governor before them may be a bit of a tall order. If it were possible, there are two options: One is that a Motion is brought before this House so that we pass a resolution requiring the IG of the NPS to arrest and produce the governor. Alternatively, ... view
  • 14 Oct 2024 in Senate: Thank you, Mr. Speaker, Sir. Two things; One, I do not know why my colleague and friend, Sen. (Dr.) Khalwale, would want to pick and choose on court rulings. A precedence has been set in the court on the matter of suppression of powers and he has quoted it; ‘No court can injunct a Parliament in its deliberative roles’. Preliminary Objection No.1; everybody agrees it falls on its face. Preliminary Objection No.2; what the lawyers on both sides are asking these judges here to do is a very complicated matter. It is a matter of determining a fraction of a ... view
  • 14 Oct 2024 in Senate: train has already left the station. We are already in motion. Let us hear this case and make a determination one way or the other. I submit. view
  • 9 Oct 2024 in Senate: Thank you, Mr. Speaker, Sir. There are two things. One is on the matter of communication about how we conduct ourselves from today going forward. You have given direction that Members should restrain themselves from making public utterances, especially on the substance of this impeachment. It is a good direction because we are going into a long weekend and we will be engaging with our constituents. The temptation to prosecute this matter even before it comes here is very high. Mr. Speaker, Sir, I will hasten to add that listening to the public wherever I go - I do not ... view
  • 9 Oct 2024 in Senate: Mr. Speaker, Sir, let me conclude by saying that the other thing that you may also guide us now and into the debate is on the issue of patience. People should patiently listen to others. view

  • 8 Oct 2024 in Senate: I do not know where Sen. (Dr.) Khalwale has disappeared to. Mr. Speaker, Sir, I have listened to what Sen. (Dr.) Khalwale said. This is a House of records. Sen. (Dr.) Khalwale has, for all intents and purposes, failed us on that matter of impeachment. If I can remember, Sen. (Dr.) Khalwale undertook to bring to this House an Impeachment Bill, so that we are no longer at the mercy of the Speaker in determining how long an impeachment should take. So, before you blame the Speaker for shortening the dates, bring the Bill. The electronic version of the Senate ... view
  • 2 Oct 2024 in Senate: Thank you, Mr. Speaker, Sir. I have heard what my colleague, Sen. Cheruiyot, has asked from the Chair. My only worry is we are actually anticipating debate. This matter is not before us. Nobody even knows whether this matter will come before us. As things stand now, we are just hearing things happening in the National Assembly. There is no guarantee that this matter will come before the Senate. The only issue that I would ask you to consider in your direction is the fact that this is a matter that is happening in the public space. There will be ... view
  • 2 Oct 2024 in Senate: Speaker or a Member of the Speaker’s Panel will ever pronounce themselves on any matter irrespective of how they feel about it I submit. view
