Mr. Temporary Speaker, Sir, on this matter, I plead with you, as the Chairperson of your Committee and the Chairs of the other committees where you have independent commissions, to ensure that in the budget-making process; from the beginning to the end, the Senate is part of that process. That means we begin to occupy our rightful space in the legislature of the Republic of Kenya.

Thank you, Mr. Speaker, Sir. I walked in when Sen. Cherarkey was making a passionate appeal for time out on this Motion by Sen. Ali Roba. The truth is that this is perhaps one of the most important engagements of the Senate in its five years. This is because it will determine the monies that will be shared among counties for the next five years. In fact, I implore the Speaker and the Chairperson of the Committee to consider a retreat that can even be within Nairobi. It should be a real retreat. A kamukunji would take two or three ...

One of the most disturbing things about a formula for sharing revenue is that it may get to a point that one county, unfortunately, may have to not gain as much as other counties. We actually need to walk that journey with every Senator for them to know why they are getting less than what the others are getting. A retreat will be important to build consensus on this matter. I thank you.

Thank you, Mr. Speaker, Sir, for that communication. I just want to go on record and register my disappointment with the Cabinet Secretary for National Treasury and Economic Planning because, if my memory serves The electronic version of the Senate Hansard Report is for information purposesonly. A certified version of this Report can be obtained from the Director, Hansard and AudioServices, Senate.

me right, this is the second time that the Cabinet Secretary is failing to present himself before this House to respond to questions by Members. I am disappointed. Let me just go on record and say that it is the height of contempt for this House if the Cabinet Secretary, a former Member of Parliament, can afford to write to you this morning at 9.00 a.m. to say that he is not presenting himself at 9.30 a.m. at the opening of the House. I saw the Cabinet Secretary the day before yesterday; he had accompanied the President on a tour ...

Mr. Deputy Speaker, Sir, I cannot argue with your ruling, but that is not procedural. Once a debate has started, you cannot limit it just like that but that is fine.

I would like to begin by commending the Committee on Energy, especially on their visit to the Thange River last week. It is unimaginable that the people of Thange are still grappling with the consequences of an oil spill that happened in 2015, yet the Government is almost mum on that issue. Mr. Deputy Speaker, Sir, I appeal to the committee led by Sen. (Dr.) Oburu to go beyond just scratching the surface on that matter, but ensure that the truth of the matter in relation to that spill and the suffering of the people of Thange come to light. ...

I will do so, Mr. Deputy Speaker, Sir. On the matter of the Committee on Health, this team, led by the former Governor of Uasin Gishu County, must begin to deal with matters of healthcare beyond political statements. We do not want them to sit with politicians and come here to report their discussions with them. Mr. Deputy Speaker, Sir, we want this committee to carry out inquiries, go into hospitals and tell us why so many hospitals in Kitui County do not have drugs, why there are serious problems in Nandi County, and why the Moi Teaching and Referral ...
