  • 18 Oct 2023 in Senate: Thank you, Madam Temporary Speaker. Very interesting to hear that the validity of this Committee is dependent on the invitation of Sen. Cherarkey to make a presentation. I rise to support the extension of time for the Bipartisan Dialogue Team that is trying to crack a middle ground and return peace and order back to the country. I was privileged to have served in the first team that disbanded midway arising from disagreements. I am happy that the second team has covered so much ground and they only need a little time to compile their report and present it to ... view

  • 17 Oct 2023 in Senate: Thank you, Madam Temporary Speaker, for the opportunity to contribute to this Motion. From the onset, I remind us that governments all over the world exist for the purposes of protecting lives, property and livelihoods. What is happening in Mavoko, Athi River today, yesterday and the day before yesterday is a very sorry state of affairs. Some of the property owners of the property that has been brought down are actually third or fourth owners of the land on which they have erected their properties. Madam Temporary Speaker, the question that the Mover of this Motion has put on the ... view
  • 17 Oct 2023 in Senate: rains have just set in, just because you want land to revert to a cement factory? What is it that the cement factory wants to do with the land today that we could not help and go through a process of reacquiring this land? Madam Temporary Speaker, I stand here as a leader from that region, but as I speak, let it be known by both sides of the divide, that the people who have suffered and continue to suffer in those demolitions, are not necessarily exclusively from the lower Eastern Region. In fact, we have communities from all over ... view
  • 11 Oct 2023 in Senate: Thank you, Mr. Speaker, Sir. I support the Bill. I must admit that I have interacted with a number of Bills and cannot remember having come close to a Bill with detailed definitions in Part One. I am not sure whether it is a good or bad thing. It is heavy on those definitions. view
  • 11 Oct 2023 in Senate: I will ignore Sen. (Dr.) Khalwale. The bottom line is that it is a good Bill within the context of a wider information technology regime. It plugs into attempts to develop an electronic medical record in our country. Those who have interacted with the health sector for a long time---. I believe the Senator for Kakamega County has done this. The idea behind the Managed Equipment Services was creation of a centralized hub for communication between hospitals, dispensaries and health centres, so that at the click of a button the data concerning ailments in Kakamega County can be read, interpreted, ... view

  • 11 Oct 2023 in Senate: patients are protected from unnecessary exposure within the context of sharing information within health facilities. The Bill states explicitly that data relating to health is a strategic national asset. In which case, this is a security Bill, which once enacted it has to be properly protected. The problem I have with this beautiful Bill is on the membership of the board of the agency. We have to get to a point where we move from generic membership to boards. The members of the agency as anticipated in this Bill are Principal Secretaries responsible for certain Ministries. This Bill gives us ... view
  • 5 Oct 2023 in Senate: Thank you, Mr. Speaker, Sir. Indeed, it is true that yesterday I was contributing to the County Governments Additional Allocations Bill before time lapsed. I have those 11 minutes. I want to continue with my contribution in support of the Bill. As I said yesterday, there is need for a clean-up of this Bill. As I mentioned, I want to emphasize that we must get to a point as a House and draw the line in the sand. We cannot have these five counties that continue to receive allocations for the construction of county headquarters since 2013. Now, 10 years ... view
