Mr. Deputy Speaker, Sir, this House guarantees everybody his total freedom to even consult his sub-conscious memory and, therefore, that is what I am doing. Whatever one does after we finish business today is one’s business. But I am damn sure that after we finish business today, we will have time to consult with our constituents.

I rise to support this Motion because in this House, I think we have important business which we want to finish today and thereafter, we will make decisions accordingly. It cannot be that every Motion brought here, one thinks that we are in a stereotyped or rigid system. Things will always come and we have to react to them as they are.

Mr. Temporary Deputy Speaker, Sir, Kenya went to war with Somalia. This matter has been talked on in this House before. The main question in our country is: Where is our safety? How safe are our borders? That is the issue. Before we went to this war in Somalia, there was the issue of some tourists in Lamu. An English man was killed and some French lady was abducted. Mr. Temporary Deputy Speaker, Sir, again, we are in Somalia fighting some amorphous group called Al Shabaab . This Al Shabaab is not just Al Shabaab in Mogadishu. There is no doubt that it links itself with Al Qaeda . There was even a statement to that effect. I want to ask one cardinal question: No country in this world as of today has managed to fight and defeat terrorists. America has not! Europe has not! The fear and concern of some Kenyans is; our army is doing a good job. Our army is definitely very disciplined, but can we win war with some amorphous people who appear and disappear in a second? That is the main issue. The other bigger question is: The Minister said the other day that there have been about a 100 terrorist managed attacks and we have been foiling them.
