  • 29 Feb 2012 in National Assembly: On a point of order, Mr. Deputy Speaker, Sir. I think the direction that this discussion is taking is not conducive to the peace and stability of this country. Truly, if this House is going to sit and declare that one area has been discriminated against another, that is a very unfortunate discussion. I would beseech you, in the spirit of peaceful coexistence of Kenyans, that this line of discussion be stopped. If people need a university, let them--- view
  • 29 Feb 2012 in National Assembly: I am on a point of order, Mr. Deputy Speaker, Sir. Therefore, I beseech you that this line of argument is not in the interest of this country and should be stopped. view
  • 29 Feb 2012 in National Assembly: Mr. Deputy Speaker, Sir, I wish to seek a Ministerial Statement from the Minister for Justice, National Cohesion and Constitutional Affairs regarding the date of elections in this country and the consequences of conducting Harambees. In the Statement, I wish him to advise the country, as we stand now, which is the date of the election. Secondly, I wish to ask him to specify since Harambees are banned eight months before the elections, I would wish to know whether there is justification for the banning of Harambees because there are many types of Harambees and some harambees are inevitable. • 29 Feb 2012 in National Assembly: Mr. Deputy Speaker, Sir, I think the person representing the Leader of Government Business may not be aware that the Minister has already undertaken to me personally that I should raise this matter and he will be glad to clarify it to the country. view
  • 29 Feb 2012 in National Assembly: Mr. Deputy Speaker, Sir, I think we are getting to another unnecessary discussion. We always converse as Members of Parliament. view
  • 29 Feb 2012 in National Assembly: Mr. Speaker, Sir, it is evident that our country Kenya has been sliding into a country of importing and borrowing food year after year, and the number of people joining that bracket is increasing. One of the ways that this Government can use to achieve faster food security is by encouraging small irrigation schemes that are community-based like in my area of Nyeri. There are many small scale community based irrigation schemes but unfortunately, the Government wants to go into areas where sometimes it is even difficult to grow food. Could the Prime Minister tell us what the Government is ... view
  • 28 Feb 2012 in National Assembly: On a point of order, Mr. Deputy Speaker, Sir. I think the issues regarding this Report are weighty. This matter has been dogged with interests. Right at the beginning of 2012, rigging has been done. I do not think that this House should actually be duped into accepting other interests from a Committee of this House, which are glaring. Until hon. Members have enough time to study this matter, I would beseech you that it be deferred until a later date. There is no hurry in Kenya. view
  • 28 Feb 2012 in National Assembly: On a point of order, Mr. Deputy Speaker, Sir. I think you have made a wise decision. You have made a ruling. We all respect the Chair. Therefore, I find it completely unnecessary and redundant to continue with arguments just to hide one’s interest in this Report. Mr. Deputy Speaker, Sir, I would beseech you that at this juncture, we move on with other business of the House. view
  • 23 Feb 2012 in National Assembly: Mr. Deputy Speaker, Sir, the Assistant Minister has said that he intends to arrest the askaris and he says that things are underway to arrest them. This matter occurred on 31st January, 2012. So, it is surprising for him to come to the House to say that he has plans to arrest the askaris . How certain can this House be that you will arrest them when you are just talking about plans? When can you confirm to this House that the askaris would be arrested? Could you confirm that they will be arrested today? view
  • 23 Feb 2012 in National Assembly: Mr. Deputy Speaker, Sir, I beg to ask the Minister for Water and Irrigation the following Question by Private Notice. (a) Is the Minister aware that since the construction of Ragati dam, the River Ragati has dried up and residents lack water for domestic and commercial use? (b) Could the Minister state how the dam was designed resulting in the above situation? (c) What urgent measures will the Ministry take to solve the problem of water shortage in the area? view
