  • 21 Jul 2011 in National Assembly: Mr. Speaker, Sir, the hon. Assistant Minister has said that there have not been enough consultations and this is tantamount to misleading the House because due consultations have been taken and he is not in order to--- view
  • 21 Jul 2011 in National Assembly: Mr. Speaker, Sir, is the Assistant Minister in order to mislead the House that no consultations have been taken whereas he is aware that I have had meetings with the relevant Ministry on the direction of the Minister and what we have here is the final position which is as a result of those meetings? view
  • 19 Jul 2011 in National Assembly: asked the Minister for Water and Irrigation:- (a) whether she is aware that the contractor at Hohwe Dam in Kirimukuyu Location, Mathira West District, dumped excavation material at a site upstream of the dam after completing the project, hence endangering the dam and damaging the environment; and, (b) what steps she will take to ensure that the excavation material is disposed of appropriately. view
  • 19 Jul 2011 in National Assembly: Mr. Speaker, Sir, whereas I appreciate the Minister’s concern in her reply, I regret to say that there are various incorrectness in the answer. First of all, it is not true that the only place that the materials would have been placed is too far away and would have cost Kshs100 million. Secondly, we cannot leave the responsibility of taking care of the dam to the local community. It cannot work. I am aware that no such educational seminars took place. Even if they did, they would be ineffective. Finally, there is no Kikuyu grass planted on this material. The ... view
  • 19 Jul 2011 in National Assembly: Mr. Speaker, Sir, I can see the eagerness of the Minister, and I appreciate it. Since on most of the things she has said I am saying--- For example, on the area where the materials can be excavated, do we agree that she allows a visit by one of our engineers to the site with me? I would wish to discuss this matter on site, if she is eager that a solution is found. Mr. Minister, what guarantee do we have, as things stand, that this dam will not be silted up and lead to loss of public money? This ... view
  • 16 Jun 2011 in National Assembly: Mr. Deputy Speaker, Sir, we are also aware that Britain is demanding some people to be extradited to that country. Could the Attorney-General tell us why he should even be listening to them when they do not seem to be acting on our issues? He should confirm that none of the Kenyans would be taken there until this kind of relationship is well sorted out? In fact what our people are being accused of is just having taken money there. The ones we are questioning him are those who stole money here. Are you fair to take that stand for ... view
  • 16 Jun 2011 in National Assembly: Mr. Deputy Speaker, Sir, here is a case of the Government, deliberately or otherwise, delaying payment to ordinary people. Some of the people whose houses were destroyed are very ordinary and for one and half years, they have been struggling. Could the Minister confirm that those people will be paid the value of the land or property today, which is nearly more than ten times? Could he also consider paying them for damages, as requested by the hon. Member? view
  • 16 Jun 2011 in National Assembly: On a point of order, Mr. Deputy Speaker, Sir. The person speaking is a lawyer of very competent calibre. He also believes in justice and human rights. We are discussing about ordinary people and their Government. Now, you cannot put the onus on those people; that they are supposed to do this or that. Could the Minister consider really initiating that? Otherwise, he will be deliberately misleading the House that the reason is because they have not asked, when he should be the one who should really be acting. view
  • 16 Jun 2011 in National Assembly: On a point of order, Mr. Deputy Speaker, Sir. I wish to correct the insinuation by the hon. Member. In fact, I am an engineer by profession. He is also a lawyer by profession. What you do today is called business. He should not describe me as a contractor for roads! I have built about 30 water supplies in this country, for your information! In fact, the roads are being built by the Chinese according to your Government policy, which is rendering the youth of Kenya jobless! view
  • 15 Jun 2011 in National Assembly: On a point of order, Mr. Temporary Deputy Speaker, Sir. Truly, the people with the knowledge that a certain health centre should be upgraded to a hospital are the Ministry officials. Is the Assistant Minister in order to mislead the House that it is the responsibility of the community to initiate the process of upgrading health facilities? Should the Ministry not be doing it? Is he in order to mislead this House and make the whole country believe that it is wananchi who do not want health facilities to be upgraded? view
