Thank you, Mr. Speaker, Sir. I am relieved to hear the Minister give the scenario regarding the treatment of these evictees. In 1989, people who were legally settled around Mt. Kenya and the Aberdares; who were working under shamba system, which was recognized by the Government and, they had done a lot of development there - they had schools and hospitals - were brutally removed from there and their property destroyed. When the Minister is considering compensating the Mau evictees, could he also consider including those people who were evicted from Mt. Kenya and the Aberdares despite the fact that ...

Mr. Deputy Speaker, Sir, the issue of IDPs has been going round and round. We are aware, and this is proof, that there are many IDPs who have never been catered for. I seek your direction regarding those IDPs who are still here and there. They have been acknowledged by this Government through its administration and yet the Minister wants to deny them. I seek direction as to how they are going to be re-settled.

Mr. Deputy Speaker, Sir, the hon. Assistant Minister is not really addressing the matter. Both the Government and the citizens are equal in law. Could he tell the House when and after how long each judgment payment will be made? Secondly, could he admit that these cases come up because of the inefficiency and corruption in Government affairs?

On a point of order, Mr. Deputy Speaker, Sir. This Bill, at its current stage, has gone through the House Business Committee. It is surprising that at the end of it, the hon. Minister is explaining to us how it is against the Constitution. Truly, this is a Bill this Government should have moved long time ago. His argument is not in good taste. Is it in order to allow this kind of argument at this stage?
