Thank you very much, Mr. Deputy Speaker, Sir. I do admit that I worked in the bank and in the BFU which was then chaired by Mr. Kamau. I would find it very odd that somebody would actually be suspected of fraud, investigated by a Mr. Miriti who I know and then be acquitted for lack of evidence and be employed by the CBK. Is the Assistant Minister in order to tell us that the CBK was doing it above board and that this gentleman was not a cover up of other things? I know in the banking industry, they ...

On a point of order, Mr. Deputy Speaker, Sir. The first part of that Question talks about the petroleum master plan for the country but then he goes back to Turkana. So, what Mr. Ogindo is talking about is the master plan for the whole country. So, the Minister should bring the master plan for the whole country may be even in relation to minerals found in North Eastern Province.

On a point of order, Mr. Deputy Speaker, Sir. Is the Minister in order to tell Parliament that because it is an armed organization it cannot stay without a head, yet the Commandant of the Administration Police retired to go and campaign? There was an acting head who has now been interviewed through due process. Is he in order to mislead this House, considering that there is a precedent already created in the Administration Police wing, which is also an armed wing of the armed forces?

Madam Temporary Deputy Speaker, the issue that the distinguished Attorney-General has raised is what I wanted to ask, so that he also gives us the policy. Am I in order to request that the dossier he is going to give to us includes the policy of Government, so that we know how they extradite Kenyans to other countries. This is not the first time. There are others who were taken from Mombasa to Uganda. We even had problems with Uganda. Others have been airlifted to America. The whole framework of extraditing Kenyans elsewhere for trial when we have our own ...

Madam Temporary Deputy Chairlady, I also want to join my colleagues in supporting this amendment considering that those who are looking for senate positions will be campaigning in very large counties. This goes a long way in reducing the burden on them to pay the money. Whatever they will remain with will enable them to cover the large counties during their campaigns.

Madam Temporary Deputy Chairlady, my point is to ask the Minister and the Chair that even as I oppose the amendment by the Committee, how will they deal with false accusations when it comes to the requirements they are demanding here? Am I in order to suggest that they drop this amendment and then replace it with hon. Nyambati’s amendment?

On a point of order, Madam Temporary Deputy Speaker. Am I in order to request the Minister to set up a monitoring unit which can identify some of those scrap metal dealers? For example, they are now stealing metals along Thika Road. We should not continue losing parts of our modern highways at the expense of those unscrupulous people.
