  • 7 Aug 2008 in National Assembly: Thank you very much, Mr. Deputy Speaker, Sir. I rise to support this Motion for Adjournment. We have been here for the last seven months and, unfortunately, did not reach us on time. It has just come and this is the time, in addition to going through the committees to look at the pending work, to go back to our respective constituencies. Particularly, I will go back to Ol'Kalou Constituency to distribute this CDF money. Secondly, I will be able to look at the issue of the roads because it is raining heavily. The roads are not passable at all. ... view
  • 30 Jul 2008 in National Assembly: Mr. Temporary Deputy Speaker, Sir, considering that education is the basic ingredient in any country, I would like the Assistant Minister to tell us why that has taken so long. Why has he not considered putting those teachers into the mainstream level of education? Standard One classes are generally drawn from Early Childhood Development (ECD) centres. Why is he not putting emphasis on that group of people? Their salaries are paid by the parents. That is making the children not go for ECD and hence, denying them a basic foundation in Standard one. view
  • 30 Jul 2008 in National Assembly: On a point of order, Mr. Temporary Deputy Speaker, Sir. Yesterday, in this House, we ruled that a position taken by an hon. Member on Sunday in Kinangop South should be brought to the House next week, yet it was from the Press. view
  • 30 Jul 2008 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I stand to support this Motion on the Vote of the Ministry of Energy. As my colleagues have said in this House, energy is the engine of development in any nation. I must commend the Ministry of Energy through the stewardship of the Minister and his staff for the amount of work they have done over a couple of years that have gone. I believe that if they continue like that, we shall light this nation. Most of you have seen the map which says: "The globe by night". Africa is really a dark continent. ... view
  • 23 Jul 2008 in National Assembly: Mr. Speaker, Sir, I beg to ask the Minister for Roads the following Question by Private Notice. (a) Is the Minister aware that contractors gravelling Nyahururu-Boiman-Charagita Road are using soil instead of the required murram? (b) Is he further aware that, notwithstanding the shoddy work they are doing, the said contractors have been paid more than 80 per cent of the contract sum? (c) Considering that these contractors are likely to be paid the balance of the money and then leave the site, what steps is the Minister taking to ensure that they do not leave before they correct the ... view
  • 23 Jul 2008 in National Assembly: Mr. Speaker, Sir, I appreciate that the Assistant Minister is reading from a written answer, which I have just received when in the Chamber. However, I want to thank him because he had shown me a bit of the answer. I want to tell him that the information that he has been given from the ground is totally wrong. The District Roads Engineer has admitted that they had used soil on a portion of 50 metres. Now that he has this correct information, what will they do to make sure that the contractor uses the right material? Not only have ... view
  • 23 Jul 2008 in National Assembly: Mr. Speaker, Sir, I would like to request the Assistant Minister to come and see the road for himself. He should not come in a four-wheel vehicle. As I speak, it is raining in the area. This road, on which Kshs22 million has been spent, is impassable and the farmers' produce cannot be transported to the market. Therefore, I am requesting him to visit the area and see the road for himself. He should not rely on the information given to him by the officers on the ground, because most of it is false. view
  • 22 Jul 2008 in National Assembly: Mr. Speaker, Sir, considering that this Question has been asked by quite a number of Members of Parliament from areas where oil exploration is taking place, and considering that radiation has a way of getting its way back to the soil, also considering that this radiation can be distributed by wind, could the Chair give directions as to what can be done such that we are not sitting on an environmental time-bomb? We should be able to find out the truth because, soon, all the animals will be affected. Finally, the whole country will be affected. Could the Assistant Minister ... view
  • 22 Jul 2008 in National Assembly: On a point of order, Mr. Speaker, Sir. The Assistant Minister is talking of NEMA. The only organization in this country that is mandated by the Government to deal with standards is the Kenya Bureau of Standards. Now that the Government has given them the equipment to check atomic materials, I think it is good that the Chair gives direction, so that we get a comprehensive answer from a group of Ministries, because I do not think that this is a matter for the Ministry of Energy alone. It is not a matter to be dealt with by the view
  • 22 Jul 2008 in National Assembly: Ministry of Environment and Mineral resources alone. It concerns human beings. Therefore, I am asking--- view
  • 15 Apr 2008 in National Assembly: Thank you, Madam Temporary Deputy Speaker. My name is Mr. Erastus Mureithi. I come from Ol Kalou Constituency. I take this opportunity to thank Ol Kalou people for having accorded me this opportunity to serve them as their hon. Member. This is also my maiden speech. I tried to catch the eye of the Speaker and I am very happy that I caught your eye. I would like to support the Motion by bringing up a few issues regarding the Accountants Bill. Having had the opportunity to go through it very much, I have one or two things to speak ... view
  • 25 Mar 2008 in National Assembly: Mr. Speaker, Sir, as an agriculturalist, I would like to ask the Vice- President and Minister for Home Affairs one question. All the fertilisers and farm inputs are imported in dollar denominated currency. At the moment, the dollar is at its lowest and the shilling has been gaining in value. Could he inform the House who makes the decision that farmers pay Kshs4,000 per every 50-kilogramme bag of fertiliser? Something must be done about this problem because all the factors within agriculture do not reflect increase in farm inputs. view
