Mr. Speaker, Sir, I do appreciate that lack of cells and the rising insecurity in Subukia poses great danger. However, this is not confined to Subukia alone. At the boundary between Ol Kalou Constituency and Subukia Constituency we have a police post called Ngano where the cells are made of mud. So whenever criminals are put inside those cells the relatives dig underground and release them. Could the Assistant Minister confirm that when he gets the Kshs81 billion, he will consider some of these deplorable conditions where cells are not made of stone?

Mr. Deputy Speaker, Sir, I would like to inform the Assistant Minister that I was a victim of a disaster in 1998, in the Co-operative Bank. It took five hours for the Israeli Army rescuers to reach the scene. They came with medical supplies and sniffer dogs. They were able to resuscitate the victims. By the time they came, a lot of lives had been lost. Mr. Temporary Deputy Speaker, Sir, I would like to follow up this Question because the Minister used to be my District Commissioner (DC) at that time. At that time, Nyahururu Town used to be the district headquarters for Nyandarua District. But it was changed and Ol Kalou became the district headquarters. Until the two constituencies are separated, it is my humble request that if anything is done, it should not be done in Nyahururu because it is in Laikipia West. Madam Temporary Deputy Speaker, I border Ndaragwa Constituency, and I have had several discussions with the very able Assistant Minister but what has happened is that since the patrol vehicle is on the Nyeri side, the thugs have moved to the Nyahururu-Gilgil side. May I ask the Assistant Minister to look at the overall security of that area because it has increased? What is he doing to ensure that the area is safe, because there is increased thuggery around Ol Kalou and Ndaragwa?

On a point of order, Madam Temporary Deputy Speaker. I agree that I have discussed with the Assistant Minister. Last night, councillors around Lurie and Pasega could not sleep because criminals armed with guns had gone there. What is the Assistant Minister going to do, because insecurity is increasing and people are having difficulties in handling it due to lack of enough personnel in the area?

Madam Temporary Deputy Speaker, I would like to agree with hon. Members that this issue of wildlife menace is not confined to one place. In my area around Lake Ol Bolosat, we have had so much destruction of food crops and quite a number of people have been killed by hippos. What does the Assistant Minister intend to do in those areas that are not gazetted 3792 PARLIAMENTARY DEBATES December 03, 2008 as conservation areas? Could he relocate these hippos so that people can live quietly without being affected or losing their lives?

Mr. Speaker, Sir, I appreciate the answer by the Minister for Medical Services but I would like to request him to do something very urgently for Naivasha Hospital since it is necessary. I have had a personal experience where I took some people after a car accident to the emergency section and there were no staff to attend to these victims. There were no doctors and emergency trolleys to wheel them to the emergency section. As the Minister looks forward to the long-term measures, what is he doing in the short- term, considering that majority of these Members of Parliament ...
