The communities who live along the rivers in this country have suffered a lot, but this particular case is man-made. They are natural disasters. The people along the Tana River are displaced, schools and the infrastructure are affected and livelihoods are destroyed simply because of poor management of water. I say this because disaster, as we know, is an event that occurs without somebody’s knowledge sometimes. But some disasters like floods should not take a long time to solve. I border the Kano Plains and, as a young kid, I saw my parents and other children suffering because of floods.   • 3 Jul 2013 in National Assembly: So, the Authority should come up with mechanisms to manage floods. Storey buildings have been collapsing in this country. The same has been happening in other cities. We do not have the personnel with the ability to cope with those things. We have witnessed winds destroying schools and other institutions in various parts of this country. The local mwananch i only asks the Government to assist. The authority that is supposed to be responsible is not there. We should come up with an authority with well trained personnel to manage those disasters. view

But once we establish that Disaster Management Authority, we have to take the personnel to countries like United States of America (USA) which are prone to very big disasters like hurricanes, tornadoes and others. They will acquire skills on how to manage disasters. view

I want to thank this august House for the effort of coming up with Bills which make this country develop. But, I am particularly concerned about the way we implement things in this House. view

I must applaud our Government and the private hospitals for the training opportunities for our children. But when it comes to employment of the same trained people, it becomes a problem. So, we are not really saying that we are lacking staff. The issue is where the funds are to employ them. view

Member to enumerate them, they will name so many. But the problem is not that they are lacking personnel. No, what we are lacking are the funds. At times, I feel that whoever is apportioning this Budget appears not to have the country at heart because we have so many students who have qualified from all those training institutions and they are idle. That is a better environment considering that we still have ASAL areas. The area is not far from the road and the road may be a bit better. What about ASAL areas which have poor infrastructure? Hon.
