  • 18 Feb 2014 in National Assembly: Hon. Speaker, I asked for three weeks. view
  • 18 Feb 2014 in National Assembly: Hon. Speaker, the issue of education in universities is very touchy and I will plead for, at least, three weeks because I need to go consult the officers concerned in the Ministry. Three weeks should be fair. view
  • 12 Feb 2014 in National Assembly: Thank you, hon. Speaker. First, I must say that this Motion is very straightforward. What we are confronted with is the number. We are now a big House that is competing for time. So, I do not know whether we have to really take into account the fact that we need to extend the time of sitting, so that as many Members as possible can be accommodated. If we give five minutes to each Member speaking and have 100 speaking on a matter, the number of sitting hours will be more. So, we should think of extending the normal sitting ... view

  • 21 Nov 2013 in National Assembly: Thank you, hon. Temporary Deputy Speaker. I take this opportunity to support this Bill. It is a Bill that has decisions which are going to assist this country. Wildlife is a natural resource that we should all try to keep. The responsibility of safeguarding those animals is on us. The issue of leaving animals to roam about and they destroy human life and food should be looked into thoroughly. • 21 Nov 2013 in National Assembly: beings and animals, the animals were made for man; not man for the animals. In this case, when I look at the compensation issue where a poacher is fined Kshs20 million and a human being who has lost life is compensated only Kshs1 million, I think it does not make much sense. I would like an amendment to be preferred as far as compensation is concerned. Much as we punish the poachers to the extent of Kshs.20 million, let us also have those who lose lives get compensated with the same amount. If the worse comes to worst, it should ... view
  • 21 Nov 2013 in National Assembly: I would like us to look into that area. Finally, we should come up with better legislation to encourage tourism, so that we can boost our economy. We need to look into our game reserves like the Maasai Game Reserves. Going to these game reserves is a big problem because of the state of the roads. We should improve the roads in these areas, so that we can support our economy. view
  • 6 Nov 2013 in National Assembly: Hon. Temporary Deputy Speaker, Sir, I want to take this chance to raise my concerns, particularly on this issue. When you go around this country, you see IDP camps. Whereas we thank the Government for its efforts, the funny thing is that this ghost still persists. I know one IDP camp near Total towards Kericho, where most of the IDPs have been compensated, but you still find them there. I do not know what we are going to do as a country. When we compensate these persons, we should give them a time limit. The Government should be very specific ... view
  • 6 Nov 2013 in National Assembly: If we do not do that, we shall be going round in circles. We pay some, others come in and in the end, the reputation of this country will be spoilt. I beseech the Government to take stern action, particularly where compensation is done. view
