Thank you, Mr. Speaker, Sir. I just wanted those who sit on the other side of the House to note that Sen. Cherargei is the Chairman of the Standing Committee on Justice, Legal Affairs and Human Rights, yet all the legal brains are on this side.

Mr. Speaker, Sir, we have three Senior Counsel in the House, and they all sit on this side. Therefore, for purposes of easier consultation, Sen. Cherargei has found it more convenient to sit on this side. Because the Standing Orders are silent on this issue, for purposes of giving comfort to the Chairman of the Standing Committee on Justice, Legal Affairs and Human Rights so that he can consult quickly among Senior Counsels, you should rule that he has not breached any of the Standing Orders by choosing to sit closer to where Senior Counsel sit. Thank you, Mr. Speaker, ...

Thank you, Mr. Deputy Speaker, Sir. I also want to add my voice to this debate. First, I want this House to note that if at all there was any breach of the sub judice rule, which I doubt, because we have already had proceedings and debate on this issue, the proceedings that took place at the Committee stage under our Standing Orders, are proceedings of this House. So, we have already had a discussion on the Solai issue. Secondly---

Mr. Deputy Speaker, Sir, the point I want to make is that already we did task this Committee to look into this matter. They have prepared a report which is before the House. I want to tie that to the Constitution that we passed in 2010. Under Article 33 of the Constitution, Kenyans have freedom of expression, which includes freedom to seek, receive and impart information or ideas. The only limitation to that right in Article 33 is found in Article 24 of our Constitution. The only way you can allow limitation of that constitutional right is a situation that ...

Thank you, Mr. Deputy Speaker, Sir. From the outset, I also want to add my voice. I fully associate myself with the Statement that was issued by the Senate Majority Leader and ably seconded by Sen. Wetangula. We are in this Senate because of the sovereignty of the people of Kenya. Under Article 1 of the Constitution, sovereignty of the people is exercised through their democratically elected representatives. We are here because we have won the confidence of the people of Kenya to represent them in the Senate. The role that we play as Senators is well captured in Article ...

Mr. Temporary Speaker, Sir, from the outset, I rise to oppose this Bill for the following reasons. Record will bear me witness that the Bill that is before the House is the same Bill that was debated and rejected by the Senate. Under the Constitution that we enacted in 2010, Chapter Six has a clear Article touching on issues to do with leadership. As Senators, we must ensure that whatever we do, we do not bring disrepute to this honourable House called the Senate. Under Article 73 of the Constitution, the decisions that we make as the Senate must bring ...

Thank you, Mr. Deputy Speaker, Sir. For the record, I rise in support of the County Statistic Bill (Senate Bills No.9 of 20180. I begin by giving my hearty congratulations to the Mover, Sen. Farhiya. Statistics is everything. We all know that there is a lot of confusion in our counties in terms of allocation of money for development. It is not possible to have a scientific approach to the utilization of resources that we send to the counties if county governments do not have good statistics. I, therefore, have no doubt that if we enact this Bill, we will ...
