We know that globally, whether you go to the United States of America (USA) or in South Africa, one of the strongest economies, Governments do borrow. That is a globally accepted phenomenon in managing the finances of countries. Therefore, it is a good thing when, as a country, we are trying to put in place a framework that will be predictable on how our Government will borrow. There is no doubt about that. view
