  • 1 Aug 2012 in National Assembly: Mr. Speaker, Sir, my mandate was very clear. I was given a data of the people who I was to settle. So, if that is discrimination, maybe it is, but I do not know. However, those are the people I was given to resettle, and that is exactly what I am doing. view
  • 1 Aug 2012 in National Assembly: Mr. Speaker, Sir, yes, I will do. view
  • 21 Jun 2012 in National Assembly: Mr. Chairman, Sir, I want to support the deletion of this amendment and I support Mr. Kimunya’s amendment. We must ask ourselves what kind of message we are sending to our children. Do we want them to be delinquent in school and drop out because they can attain these low standards and come to these assemblies? I want to support this amendment by Mr. Kimunya and remove the other one for Dr. Nuh. view
  • 21 Jun 2012 in National Assembly: Mr. Deputy Speaker, Sir, I thank you for the opportunity but I have to remind you again that my name is Murugi, and not Mirugi. Mr. Deputy Speaker, Sir, I rise to support the Motion. I was surprised while listening to some of the hon. Members who actually opposed this Motion, because they are the same Members of Parliament who come to my Ministry every day, requesting for relief food for their constituents and inviting me to go and deal with disasters in their constituencies. I wonder how I am expected to provide such services, if money is not released ... view
  • 21 Jun 2012 in National Assembly: Mr. Deputy Speaker, Sir, I appreciate the hon. Member’s sentiments. Going by the events that have happened in this country in the last few months, it is clear that a disaster can happen at any time. It can happen today; it can happen tomorrow and it can happen next week. When I go to the Minister for Finance, he tells me that he has no money. So, I want to appeal to my friend, whom I helped very quickly that he depleted my finances, and that I need them to be replenished to think otherwise. I do not need to ... view
  • 13 Jun 2012 in National Assembly: Madam Temporary Deputy Speaker, a lot of the Ministers were in the meeting for the burial preparations for our departed heroes. So, I think that is where they are right now. view
  • 17 May 2012 in National Assembly: Madam Temporary Deputy Speaker, I was to give a Statement that was requested by hon. Ethuro, but I understand he is out of the country. So, I would like to do it next week. view
  • 16 May 2012 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I beg to reply. (a) The mandate of the HIV and AIDS Tribunal, as stipulated in Part Seven, Section 25 of The HIV and AIDS Prevention and Control Act, 2006, include the following:- (i) to hear and determine complaints arising out of any breach of the provisions of the Act; (ii) hear and determine any matter or appeal as may be made to the tribunal, pursuant to the provisions of the Act; and, (iii) to perform such other functions as may be conferred upon it by the Act or by any other written law. view
  • 16 May 2012 in National Assembly: (b) The tribunal came into operation in July, 2011 after its members were sworn into office. However, by that time, the Budget for the financial year 2011/2012 had already been prepared. Hence, there are no funds to fully operationalise the tribunal. We, however, ensured that the tribunal secretariat acquired offices, and that they have been working through the National AIDS Control Council (NACC). We continue to provide them with funds and we have respectively requested for funding this year, amounting to Kshs31 million but only Kshs19 million has been approved. This will enable us to train the members of the ... view
  • 16 May 2012 in National Assembly: (c) It is not true that the tribunal has not handled any cases. The tribunal has actually had ten sittings and has listened to nine complaints. One of the complaints was settled mutually out of court. Another one was referred to the Industrial Court. Two cases were found inadmissible and the rest are ongoing. view
