Mr. Speaker, Sir, I am not sure whether the hon. Member is talking about the squatters or the IDPs. I deal with the IDPs. If it is the IDPs, I give them food. My biggest budget right now is giving the IDPs food. The ones in Rongai are not IDPs but squatters.

Mr. Speaker, Sir, it is unfortunate that the hon. Member of Parliament is taking this matter to be trivial and casual because I give food to IDPs. I know that the Mau evictees in Kuresoi are 3,037. If the hon. Member wants a specific answer as to how much food I have given them, let him ask and I shall give the answer. He did not ask that question. I have answered the question he has asked me. So, ask the question you want me to answer and I shall answer it.

Thank you Madam Temporary Deputy Speaker. I think on the same tone that we agreed to extend the time for the Land Bills, which we felt were very important to this country, we should, under the same breath, agree to extend time on the County Governments Bill and the Financial Management Bill. The reason is that Kenyans were very excited by the devolved government. We all need to articulate and understand the issues that are laid down in the devolved government. Mr. Temporary Deputy Chairman, Sir, I think if you read Clause 6, it says, “thereafter shall be published in a newspaper of general circulation in the general vicinity of the public land.” I think this covers it, whether it is in a county or wherever. So, I do not think you need to say “county” because it is already covered.

(a) I am not able to table copies of delivery notes for food that is supplied to Internally Displaced Persons (IDPs) in Tumaini Vision Camp, Ngeteti and Wanaruona Camps in Gilgil since the camps are not among the 20 self-help IDP groups profiled by the Ministry. The list of 20 several groups will be tabled thereafter. (b) I am not aware of any IDPs who are malnourished and are facing starvation in Nakuru County. I am also not aware of any six families within Vumilia IDP camp in Eldoret who have been consistently neglected, since the camp does not exist in our records.

The Ministry has no information of any deaths that have occurred due to non- compliance with Article 43(b) and (c) of the Constitution. In reference to Article 46, the hon. Member needs to clarify what compensation he is referring to so that it can be addressed adequately. However, the Ministry is in the process of resettling IDPs in the 20 self-help groups who are being provided with relief food regularly.

Mr. Deputy Speaker, Sir, the people the hon. Member is referring to were moved by him from Gilgil and taken to a property in Subukia without the authority of the Government. Their food stocks are in Gilgil!
