that the interests of women are well taken care of. When we do it the way you have proposed, we shall be narrowing the gap for them. However, if we leave it as it is, we will be opening them to all the laws that are there.

I oppose the amendment because the person proposing it is not clear as to the mandate of the National Land Commission (NLC). That is what the amendment by the Committee Chair is trying to do.

Thank you, Hon. Temporary Deputy Chairlady. I want to agree with Hon. Oner because once you say under Clause 8 (2) that “The Cabinet Secretary shall ensure that the process of documenting, mapping and developing of the inventory of community land shall be transparent, cost effective and participatory and shall involve the following steps-”; you must lay down the steps. You cannot say the following steps and then move from Sub clause (2) to Sub clause (3). It can only be Sub clause (2) and then you itemise the steps. We cannot leave the amendment as it is.

I support this Bill. Its main purpose is to harmonize the workings of the NLC as well as of the Ministry because in the last few years there have been a lot of wrangles and hence we were not able to move forward in the land reforms that the country was awaiting. In this Bill, we have amalgamated the laws that we had envisioned. They are the Eviction and Resettlement Law and the historical injustices which have been put under the Land (Amendment) Act, 2015. Under Section 159, the Land Laws (Amendment) Bill envisages that we shall create a scientific formula of maximum and minimum acreage which was a big contention in the whole country. This was a sour point for many people especially those who own large acreage. They were wondering how can a law be brought that will make one have 50 acres instead of their 1000 acres. We also envisioned that we should have a law relating to eviction. As some of the previous speakers have said, the law on eviction is due because of the way we normally evict people in this country. This will give a formula on how you can evict and resettle people and reasons for the eviction. The Ministry of Lands, Housing and Urban Development is now the custodian of all the information and titling. We now have a central place where one can go to get information relating to various parcels of land in this county.
