  • 6 Aug 2013 in National Assembly: One, when we were doing the elections, we really faced very many problems because we needed to have regional balance like in my constituency, which is cosmopolitan. This was not easy because the members who were required to be gazetted were very few. Now that we are going to employ some members, we should not be limited because we have very many people that we will have to consider. We also have to consider regional balance, religion, age and gender. view

  • 31 Jul 2013 in National Assembly: Asante sana kwa kunipatia nafasi hii ili nichangie Hoja hii. Vijana wanapotajwa, akina mama na sisi kama wazazi tunafurahi kuona kuwa hawatapotelea mitaani. Tunapowasomesha vijana wetu, mambo kama kunywa pombe, wizi na kukaa mitaani bila kazi yanaisha. Ningetaka kuunga mkono Hoja hii kwa sababu tukiwasomesha vijana, watapata kazi ya kufanya. Kuna vijana ambao wanataka kusoma sana, lakini peza zinawaletea shida. Kwa hivyo, ninaomba tuungane mkono kama Serikali ili tuwasaidie vijana wetu, na tuwatoe mitaani ili tupate madaktari na mawakili wa kesho. Ninaunga mkono. view

Pursuant to Standing Order No.44(2)(c), I would like to request for a Statement from the Chairperson of the Departmental Committee on Transport, Public Works and Housing regarding the enforcement of the Transport Licensing Board (TLB) Rules. view
  • 11 Jul 2013 in National Assembly: Hon. Speaker, the TLB is supposed to, among other things, issue operation licences to Public Service Vehicles (PSVs), allocate them routes and regulate their operation timetables. One of the requirements for issuance of licence is vehicle roadworthiness. That is why PSVs are supposed to be thoroughly inspected before they are licensed to operate. Further, the TLB Rules clearly restrict PSVs to single routes, as allocated to them upon issuance of licence. However, the TLB Rules are neither being complied with nor being enforced across the country. This has resulted in continued increase in road carnage. view
