  • 13 Nov 2008 in National Assembly: Mr. Deputy Speaker, Sir, I rise to seek a Ministerial Statement from the Ministry of Foreign Affairs regarding an accident that occurred last weekend, involving a Kenyan pilot flying a small aircraft that went down over Mount Kilimanjaro. I would like the Ministry to confirm the circumstances surrounding the accident that led to the loss of lives and serious injuries to the Kenyan pilot. I would like the Ministry to also confirm what assistance the Government has given to the young pilot who hails from Kitale by the name of Martin Lunani. Thank you, Mr. Deputy Speaker, Sir. view
  • 12 Nov 2008 in National Assembly: Mr. Deputy Speaker, Sir, I have a number of my constituents who crossed over to Uganda after the clashes. Could the Assistant Minister tell the House what co-ordination is there between his Ministry and the Ministry of State for Special Programmes since the resettlement of Internally Displaced Persons (IDPs) is at an advanced stage? Monies have already been paid out. Could he further inform the House what co-ordination has been put in place to ensure that the Kenyans who are outside this country also get their share of that money and come back home to settle? view
  • 12 Nov 2008 in National Assembly: Mr. Deputy Speaker, Sir, I also rise to support the very important issue raised by my learned friend, Mr. Olago. This country has since its inception, embraced the doctrine of separation of powers. It is the division of governmental authority into the three separate departments of the Government; the Legislature, the Judiciary and the Executive. Mr. Deputy Speaker, Sir, this House has been very careful in observing that principle. Indeed, in the course of the proceedings during this session, an issue came up about the National Social Security Fund (NSSF). The Chair gave directions that because the matter was pending ... view

  • 12 Nov 2008 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I rise on a point of order to seek a Ministerial Statement from the Ministry of State for Special Programmes in view of the floods that have affected various parts of the country following the heavy rains. We have had floods in Trans Nzoia where River Sabwani burst its banks. People have been displaced in several villages around Sabwani, Maliki and Vuyanji. River Nzoia has also burst its banks in Budalang'i and there have been floods there. There have also been floods in Mutito, Mwala, Makueni and other parts of Ukambani. There have also been ... view
  • 11 Nov 2008 in National Assembly: asked the Minister for Medical Services:- (a) what criteria is used to admit students to the Kenya Medical Training College; (b) whether he could explain how the Government has spent money collected from unsuccessful applicants fees over the years; and, (c) whether the Government could consider refunding the application fees to unsuccessful applicants. view
  • 11 Nov 2008 in National Assembly: Thank you, Mr. Deputy Speaker, Sir. I am totally dissatisfied with that answer. There are many Kenyans who have tried to get their children into Kenya Medical Training Colleges (KMTC), but in vain. Millions of shillings have been paid, but Kenyans have 3342 PARLIAMENTARY DEBATES November 11, 2008 been denied a chance. He indicated in his answer that the intakes are small. How small are those intakes? What was the intake last year and how many applicants were unsuccessful? view
  • 11 Nov 2008 in National Assembly: Mr. Assistant Minister, you are aware that there are applicants who have applied severally, year in, year out, trying to get into KMTC - very poor Kenyans. Yet, every year, they are required to pay the same fee. Could the Assistant Minister consider, in future, to refund monies to those who have been unsuccessful several times so that, once you have applied, you do not have to pay again the following year? view
  • 5 Nov 2008 in National Assembly: Thank you very much, Mr. Temporary Deputy Speaker, Sir. This morning, history was made when a young man was elected to the highest office in the USA. view
