  • 5 Nov 2008 in National Assembly: Mr. Obama beat two veteran senators: The Senator of New York, Mrs. Clinton in the primaries and this morning he beat the Senator of Arizona, Mr. McCain, to become the President of the USA. We are celebrating because he overcame great odds, and as we speak, he has become the leader of the free world. He could only do so because of institutions. Great institutions that have been established over 200 years by the American people to embrace democracy. That is why a young man who, in spite of his age and inexperience, in spite of the colour of his ... view
  • 4 Nov 2008 in National Assembly: Mr. Deputy Speaker, Sir, the Assistant Minister's colleague, Mr. Mbiuki, told us here two weeks ago that this fertiliser should have been here last Friday and if the fertiliser did not come, he was going to resign. I do not know if the Assistant Minister is aware of that. If he is, what are they doing to ensure that this fertiliser is here? Now, we seem to be talking about next year. view
  • 29 Oct 2008 in National Assembly: Mr. Deputy Speaker, Sir, I beg to give notice of the following Motions:- A BILL TO AMEND THE RETIREMENT BENEFITS ACT THAT, in view of the suffering occasioned by the Retirement Benefits laws to employees, prohibiting them from accessing their contributions and those of their employers upon leaving employment before the mandatory retirement age; this House do grant leave to introduce a Bill for an Act of Parliament to amend the Retirement Benefits Act to provide for occupational retirement benefit schemes and regulations made by the Minister under Section 55 of the Act, to ensure a member leaving employment after ... view
  • 29 Oct 2008 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I rise also to support the Motion. I wish to thank and congratulate my friend, Dr. Eseli, for bringing this very important Motion to the House. It could not have come at a better time as the nation prepares to embark on the journey towards the completion of the Constitutional Review process, in which I believe that the centre piece should be devolution. As we complete the review process, we are going to expect that the future of this country will embrace devolution and will have more funds being devolved to the regions through the ... view
  • 29 Oct 2008 in National Assembly: Mr. Deputy Speaker, Sir, I beg to second this very important Motion. I want to thank the Minister for Energy for being in the House. When the matter came up, there was a lot of interest in this Question, but there was not enough time. This is something that touches on every Kenyan, the lowly and the mighty. In every corner of Kenya, everyone is feeling the pinch. Even the worker and the farmer in the field, who is not able to plough because the cost of ploughing an acre has doubled. Last year, ploughing an acre of land cost ... view
  • 28 Oct 2008 in National Assembly: Thank you, Mr. Temporary Deputy Speaker, Sir. I also rise to support the Motion. This a very important Vote. When our founding fathers founded this nation, they declared that the most important things in this nation that we had to fight with at the dawn of Independence was hunger, disease and ignorance. Poverty ensures hunger in this nation. When you look at the three, you will find that a nation that is not self-sufficient in food--- A hungry nation cannot be a stable nation! Mr. Temporary Deputy Speaker, Sir, I believe that, amongst the three, if we were to look ... view
  • 23 Oct 2008 in National Assembly: asked the Minister of State, for Provincial Administration and Internal Security:- (a) whether he could confirm that in spite of the Government setting aside funds for construction of Police Stations and Posts in areas affected by the recent post- election violence, Kiminini and Saboti Police Stations as well as Gituamba and Kalaha Police Posts in Saboti Constituency have not been constructed in Saboti Constituency to date; (b) whether he could also confirm when the said police stations and police posts will be constructed so as to ensure the security of the former IDPs who have since returned to their farms ... view
  • 23 Oct 2008 in National Assembly: Mr. Speaker, Sir, the Assistant Minister has indicated that the 32 police stations were constructed in strategic locations. However, Gituamba was the first farm to be attacked during the post-election violence in Saboti Constituency. Kalau Farm which neighbours Gituamba was attacked on the 16th January after Gituamba was attacked on 1st January. Entire villages were razed down and the indication from the Government was that they would construct police stations in areas affected by the violence. In Trans Nzoia West District, Gituamba and Kalau were the two farms affected by this 2976 PARLIAMENTARY DEBATES October 23, 2008 violence. Is the ... view
  • 23 Oct 2008 in National Assembly: Mr. Speaker, Sir, the next financial year is too long for us to wait. We are talking about the security of people. It is not the first time that the people of Gituamba and Kalau have been attacked. They were attacked in 1992 during tribal clashes. People were killed and property lost. They were attacked again in 1997. What will the Government do in the meantime? Are there any temporary arrangements that will be put in place before the financial year when the construction is done? view
  • 23 Oct 2008 in National Assembly: On a point of order, Mr. Speaker, Sir. view
