  • 13 Apr 2011 in National Assembly: Thank you, Madam Temporary Deputy Speaker, for allowing my colleagues to contribute to this Motion. I just have two minutes. Mine is to say that by passing this Motion, we will be making a policy statement. We do know that we are still at the policy statement level of the budget process. This Government can make a decision as a matter of policy to ensure that we put to rest the ghost of KenRen. In the 1970s, we did actually resolve to have a fertilizer factory in this country, but for reasons known to all of us, 30 years later, ... view
  • 5 Apr 2011 in National Assembly: Mr. Temporary Deputy Speaker, Sir, last year in July, hon. Dr. Bonny Khalwale presented a Petition on behalf of Kiboroa squatters in Trans Nzoia. The Speaker issued directions that the Petition be referred to the Departmental Committee on Lands and Natural Resources. We visited Trans Nzoia where we met the squatters. However, whereas the directions were that this Petition be dealt with within 21 days, it is now almost a year and the Kiboroa squatters are worried that it has not been disposed of. They are even worried that Dr. Bonny Khalwale is not in the House even though we ... view
  • 5 Apr 2011 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I was only reminding the Chair that, under the Standing Orders, the Petition should be handled within 21 days. It is almost going to a year now! I was only urging for further directions that the Committee expedites the disposal of that Petition for the sake of Kiboroa squatters and the freedom fighters. view
  • 30 Mar 2011 in National Assembly: Mr. Deputy Speaker, Sir, there have been some conflicting signals from Government; one from the office of the Prime Minister that there would be funds from the World Bank that will be used in this project, then from the Treasury that they intend to terminate the Kazi Kwa Vijana Programme and no funds will be set aside in this year’s Budget for the continuation of this initiative. Could the Minister confirm whether we will have this Kazi Kwa Vijana initiative going on or it will be terminated? If it will be going on, and there would be funds from the ... view
  • 30 Mar 2011 in National Assembly: Mr. Deputy Speaker, Sir, the squatter problem in the Coast Province and other parts of this country is really a ticking time bomb. I am happy that the Minister has mentioned that this is not only prevalent in the Mwakirunge area, but that there are many other areas where squatters are being evicted in a very violent manner. Their houses are being torched. In the process, families have been injured. However, he has also mentioned a taskforce that was formed in December, 1993. He has tabled here a list of some of the schemes. Since this taskforce was able to ... view
  • 29 Mar 2011 in National Assembly: Mr. Speaker, Sir, I also rise to appreciate the President’s Speech. It is a Speech that addressed a wide range of issues. At Independence, our founding fathers talked of three main enemies of our nation; disease, hunger and ignorance. During the life of this Tenth Parliament, we were able to pass a new Constitution. We joined other Kenyans and we have gone down in history as a Parliament that gave Kenyans what had eluded them for almost two decades. This Constitution, indeed, addresses all the concerns that have been there since we attained our Independence. Whether it is hunger, the ... view
  • 29 Mar 2011 in National Assembly: When the traffic police officer takes away his Kshs50 and petrol takes Kshs100 or so shillings, this young man after working for a whole day goes home with Kshs150. So we are saying, through proper programmes and proper interventions, this Government can actually help these young people access funds, buy their own motor bikes or tuk tuks and be able to take home over Kshs500. This will help their young families. It will help improve their lives as they struggle to make ends meet. Mr. Temporary Deputy Speaker, Sir, we did also propose, and I am happy that we do ... view
  • 29 Mar 2011 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I was also glad to hear the President mention the issue of hunger and programmes being put in place to ensure that Kenyans do not suffer. It is a matter of great irony that in one part of the nation there is plenty of food. Where I come from, in Trans Nzoia, the bread basket of Kenya, we still have maize in our stores and in another part of the country Kenyans are starving. We need to put measures in place to ensure that this country produces sufficient food, so that no Kenyan ever dies ... view
  • 24 Mar 2011 in National Assembly: Thank you, Mr. Temporary Deputy Speaker, Sir. I have just come from my constituency. My good friend, Muliro Kundikina lost his wife and she was buried yesterday. The entire village was up in arms because the deadline for the registration of candidates is 31st of March. Just as the Minister has said, the Registrar of Persons is unable to cope with the demand for registration of births. In the Minister’s statement, he has not touched on the issue of computerization as part of the process of speeding up registration. What plans are there to ensure that the system is computerized; ... view
  • 23 Feb 2011 in National Assembly: Thank you, Mr. Temporary Deputy Speaker, Sir. I rise to support the Motion by Mr. Ogindo. I want to thank the hon. Member, who is my good friend, for bringing such an important Motion at a time when we are, as a country, beginning to appreciate the importance of having a new Constitution. This is a Constitution that apart from Article 211 under which this Motion has been brought, also under Article 35 gives, for the first time, Kenyans a right to information. It is now a right of every citizen to have access to information held by the State. ... view
