I want to start by congratulating the Committee for burning the midnight oil to ensure that we meet the deadlines set by the Constitution. I have in mind, apart from my learned friend, Justice Isaac Lenaola, my learned friends, hon. Abdikadir, Ababu Namwamba, Millie Odhiambo-Mabona and Isaac Hassan of IIEC. Mr. Speaker, Sir, I am happy that the Assistant Minister agrees with most of us that there was no basis or any ground for the sacking of Prof. Kubasu. Part of the clarification is to request for the Assistant Ministerâs intervention to ensure that Prof. Kubasuâs constitutional rights under the new Constitution are not violated.

Mr. Deputy Speaker, Sir, I raised the same Question last year because we had floods around this area. We had suggested then that the best solution was to relocate those people to alternative sites. The Assistant Minister has said that the Government is considering that. When will the Ministry find alternative land to settle these people?

Mr. Deputy Speaker, Sir, only last week, the Prime Minister indicated that because of the La Nina that is approaching, they were looking at ways of protecting the farmers and encouraging them to bring in their crop. Part of the incentive would be to give the farmers a good price. Last year, they gave the farmers Kshs2,300 per bag. Another incentive is to offer drying of the maize through the mobile driers that the Ministry was supposed to buy. That would encourage farmers to take their maize to the NCPB. On a point of order, Mr. Deputy Speaker, Sir. Is it in order for the Assistant Minister to continue misleading the House that farmers can actually be allowed to sell their produce anywhere, yet the ban is still there and Ugandan farmers are allowed to bring in their maize through Suam border? The maize is flooding our market and our farmers do not have good prices.

On a point of order, Mr. Deputy Speaker, Sir. Now that the Assistant Minister has asked for two weeks, may we ask that this Question be deferred to allow him to do the necessary and also allow for consultations, as the Prime Minister said last week, between the Ministry of Agriculture, Ministry of State for Special Programmes and the Office of the Deputy Prime Minister and Ministry of Finance?
