  • 16 Nov 2010 in National Assembly: On a point of order, Mr. Speaker, Sir. Last Thursday, I had requested for a Ministerial Statement from the Minister of Labour with regard to the strike in Kericho. You directed that the statement be delivered today. There was an undertaking from the Deputy Prime Minister and the Minister for Local Government that it would be delivered this afternoon. May we have some directions? view
  • 11 Nov 2010 in National Assembly: Mr. Speaker, Sir, I had requested for a Ministerial Statement about three weeks ago regarding the strike in Sotik and Kericho because of the tea picking machines. The Minister for Labour had promised to give that Statement. Although he was in the House earlier, I do not know when it will be given. I need some direction on the matter. view
  • 10 Nov 2010 in National Assembly: Thank you, Mr. Speaker, Sir. The hon. Prime Minister has talked about corruption and indeed, it has hampered our economic growth. We have several Ministers who have been implicated in corruption. We also have a bloated Cabinet. Mostly, the right hand will not know what the left hand is doing. In view of the provisions of the new Constitution, would the Prime Minister and the President be willing to do something about this bloated Cabinet? Are they willing to do a radical surgery and bring it down to 24 as Kenyans are asking? view
  • 10 Nov 2010 in National Assembly: On a point of order, Mr. Speaker, Sir. Is the Prime Minister in order to contradict himself when he is on record as having said that Mr. Samoei and Prof. view
  • 10 Nov 2010 in National Assembly: Madam Temporary Deputy Speaker, I beg to move that the Motion be amended as follows:- By inserting the words “1992 and 1997” before the words “2007/2008” in the second line and secondly, by inserting the following names after the last name:- “Hon. Joseph Kiuna, MP, Hon. David Ngugi, MP, Hon. Robert Monda, MP, Hon, Joshua Kutuny, MP, Hon. John Mututho, MP, Hon. Eugine Wamalwa, MP” The purpose of the proposed amendment is to include in the work of the Select Committee the victims of the 1992 and 1997 tribal clashes who are still in IDPs and who, to date, have ... view
  • 10 Nov 2010 in National Assembly: Mr. Speaker, Sir, for many years, we have heard our brothers and sisters from the North cry about how they have been treated as second class citizens. When you travel up there, they still say that when they come to Nairobi, they have arrived in Kenya. But they have been treated as people who are not equal before the law for many years. This can no longer be allowed to happen with the new Constitution. Under Article 27, every person is equal before the law and has the right to equal protection and equal benefit of the law. But those ... view
  • 28 Oct 2010 in National Assembly: On a point of order, Mr. Deputy Speaker, Sir. We had a price of Kshs2,300 per bag last year, we had a price of Kshs1,500 and now we are being told the price of a 90-kilogramme bag of maize is Kshs1,800. What is the basis for this price? How did you arrive at that? Farmers are saying that for them to break even, you should get over Kshs2,000 per bag of 90-kilogrammes. Could he inform the House on that? view
  • 28 Oct 2010 in National Assembly: Mr. Temporary Deputy Speaker, Sir, is the Assistant Minister aware that his officers are taking Kshs50 from every boda boda? In the process they are contributing to the accidents because they make the boda boda carry more passengers and move faster so as to make up for it. Is he aware of this, and what is he doing about it? view
  • 28 Oct 2010 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I rise under Standing Order No.123 to move that The Retirement Benefits (Amendment Bill) be withdrawn. view
  • 28 Oct 2010 in National Assembly: I beg to withdraw this Bill; before I brought this Bill, I had brought a Motion to this House last year and we passed a resolution in this House, allowing earlier access to retirement benefits of up to 50 per cent. After the passage of that resolution by the House, the Ministry of Finance undertook to implement that resolution passed by this House by gazetting the changes that had been proposed to the “Mwiraria Rule”, famously so known, under the Retirement Benefits Authority, to allow people who leave employment below the retirement age to access their employers’ contributions up to ... view
