Thank you, Hon. Deputy Chairman. I support the Committee. This is a method of a select number of suppliers who are shortlisted because of their expertise. This method eliminates brokers and briefcase businessmen, so that we have people who are specialised in those areas of bidding and we do not waste time with brokers.

Asante sana, Bi Naibu Spika wa Muda, kwa kunipa nafasi niunge mkono hoja ya Mama Rais Suluhu wa taifa la Tanzania. Ni mama wa kwanza kuwa Rais kwa Afrika Mashariki. Nafurahi kwamba marais wengi sana wametembelea Kenya, lakini hatujaona yeyote akifika hapa Bungeni. Tunampatia pongezi kwa kuwa Rais wa kwanza kutembelea Bunge la 12 la Kenya. Mama alisema maneno mengi mazito. Wenzetu wameongea maneno ya utaalii. Alitambua kwamba Kenya ni jirani mwema. Na alitutambua kama wale ambao atafanya nao biashara na kuendesha maendeleo kama majirani. Sisi wote we will benefit from both sides . Tutafaidika from both sides .

Thank you, Hon. Temporary Deputy Chairman. My intervention was actually on the part that Hon. Millie raised on giving a tax rebate to those who have contributed. In our current setup as it is, it may not be practical to get that rebate. I think it will be so much complicated in the Kenyan system as it is now. Are you talking about contribution at an individual level or at a corporate level to get that rebate? Maybe you need to clarify that before we proceed with the amendment.

Thank you, Hon. Speaker. I stand to support the Bill. The Bill is important because it provides for a clear framework for handling statutory instruments from the beginning to the end. I will pick two main issues from this Bill and they are on the fundamental shifts that the Bill introduces.
