human being must grow within a competition. This Sessional Paper has given a good environment for the girl child to compete with the boy child. That is why I am supporting this Sessional Paper in understanding that we will have many legislations, but every legislation must follow a process. I am, therefore, arguing that this policy is good and it is better to have a legislative process about it or make a good Bill about it to operationalise Article 100, which gives two-thirds gender rule. With those few remarks, I support.

The people with land title deeds in Joska. Kamulu and KBC area look like they are not bona fide citizens of this country. Someone would just come and grab your land and chase you away. and saying that they were registered in 1963 and they own land. If you go to the Land Registrar, you will find out that society did not even exist at that time. The confusion of land ownership in Kamulu and Joska towards KBC is the same problem that people who are supposed to take care of our citizens are going to grab our national parks. Thank you, Hon. Deputy Speaker, for giving me the opportunity to join my colleagues in debating the National Youth Council (Amendment) Bill (National Assembly Bill No.8 of 2019). I would like to support the Bill. Article 55 of the Constitution defines youth as the section of the population that is between the ages of 18 and 35 years. The population of the youth is the highest in this country. However, unemployment in that age bracket is high. The leadership, as mentioned in the Bill, needs to task itself with the responsibility of having proper capacity building initiatives. The National Youth Council should mainstream youth issues. They should facilitate the youth to go through the public sector and understand the methods of communication of the youth in terms of unemployment. I support the Bill.
