Some of these people because of their health, even when they are professionally qualified to be economically active, they are not able to do that because of their condition. There are many generations that are dealing with these issues and many other people dealing with different types of auto immune diseases including the skin, muscles and the nerves. So many issues are coming up and the people who are available to take care of them in terms of doctors are not adequate. On a point of order, Madam Temporary Speaker. I am sick and tired of women being used to give an explanation in bad light. This House ought to respect women better. Why use an example of a lady who is being raped, and is not given time to heal? There are so many other examples that we can use. Women are already harassed, intimidated and abused enough. We do not need to bring it to this House.

Madam Temporary Speaker, if I were the Auditor-General of this country, I would have disallowed all the costs that were paid prior to today for the national Government. That is how serious this issue is; because you cannot appropriate something that you do not have.

Mr. Speaker, Sir, I agree with the Senate Majority Leader. If we do not table those reports, we will miss an opportunity, in cases where the county governments are in sync with the Members of the County Assembly (MCAs) and citizens of the county are really aggrieved about certain issues. If those issues are not adequately addressed, then we will have missed. Alternatively, we could deal with this issue by making a law, but create a caveat, where we can still handle certain issues that the citizens are aggrieved about. Sometimes, I believe that some of these decisions made are bad. A person who is already injured cannot be allowed to go without any benefit. They are only given gratuity which is not continuous. Madam Temporary Speaker, I thank the Senator for Wajir County for highlighting this important issue. The fact that people are given short contracts will not reduce wages. There are critical issues that we need to address. For example, does the wage bill include ghost workers? Did we get rid of all the ghost workers before we consider demotivating people who are working?
