  • 18 Jul 2019 in Senate: Thank you, Mr. Speaker, Sir, for giving me an opportunity to contribute. What people do not understand about energy in terms of electrical power, is that we need it to have sustainable economy. Since manufacturing is part of President Uhuru’s Big Four Agenda, it will not be realised unless the issue of electricity is addressed conclusively. view
  • 18 Jul 2019 in Senate: Mr. Speaker, Sir, my other observation is that in this region, we produce the most expensive things because of electricity. In my own county of Wajir, if we made the cost of electricity reasonable, we will be able to produce enough food to feed the whole of this country, because we have the land. view
  • 18 Jul 2019 in Senate: Finally, we should not miss the fact that there is enough legislation to deal with people who are stealing from us. These people have been stealing from Kenyans; let us call a spade a spade and deal with this issue as a crime. view
  • 18 Jul 2019 in Senate: Thank you, Mr. Speaker, Sir. Pursuant to Standing Order 47(1), I rise to make a Statement on an issue of national concern. This is the election of Sen. (Rev.) Waqo as the Chairperson of the Committee on National Cohesion, Equal Opportunity and Regional Integration. view
  • 18 Jul 2019 in Senate: Mr. Speaker, Sir, I wish to convey my heartfelt congratulations to Sen. (Rev.) Waqo, on her election. The major milestone for the Senate under the Twelfth Parliament is that Sen. (Rev.) Waqo became the first female Chairperson of a Standing Committee in the current Senate; and the second one following the re-introduction of the Senate in 2013. As the Senate may be aware, nominated Sen. Mvita Mshenga was the first female Senator to be elected as a Chairperson of a Committee in the Senate, during the Eleventh Parliament. She was elected as the Chairperson of the Committee on Delegated Legislation. ... view
  • 18 Jul 2019 in Senate: Thank you, Madam Temporary Speaker, for allowing me to contribute in regards to the Procedural Motion on the Division of Revenue Bill. First of all, I thank all the Senators and everybody else who is involved in making sure that counties are protected. As previously mentioned by my colleagues, what we are asking is only 10 per cent of the total Budget for delivery of most of the services in this country. Health and Agriculture, among others, are devolved functions that Kenyans require services. For instance, where I come from, we have never received such kind of services. We could ... view
  • 17 Jul 2019 in Senate: Mr. Speaker, Sir, I thank you for giving me an opportunity to contribute to this statement. I wish to thank Sen. Iman for bringing that issue to the House. view
  • 17 Jul 2019 in Senate: There are many unresolved mental issues in this country and our children in schools are not spared. Bullying existed even in our time but it never escalated to such unprecedented level where someone ends up dead or mentally incapacitated because of damages inflicted as a result of bullying. It is unfair for students to be taken to the graveyards at night and tortured there. That issue needs to be addressed. I do not know how we shall legislate this. It is an issue that needs to be addressed. Teachers and school administration need to pay keen attention in terms of ... view
  • 17 Jul 2019 in Senate: Thank you, Mr. Speaker, Sir. I rise pursuant to Standing Order No.51 (1) (b) to make a Statement on the activities of the Sessional Committee on Delegated Legislation for the period commencing 1st January to 30th June, 2019. During the period under review, the Committee held a total of 16 Sittings and undertook four county visits. The counties include Nairobi, Kirinyaga, Machakos and Kajiado. The Committee also held two engagements with their counterpart County Assembly Delegated Legislation Committees of Uasin Gishu, Tharaka-Nithi, Embu, Vihiga, Kericho and Elgeyo-Marakwet counties. Mr. Speaker, Sir, as you are aware, our Committee, being a Sessional ... view
  • 17 Jul 2019 in Senate: (2) There is need for continued engagement with the Members of counterpart committees of the county assemblies. (3) A common feature among the counties was lack of or insufficient legal officers in the county executives. (4) Publishing of Bills and Regulations emanating from the counties by the Government Printer remains a challenge for county governments. view
