  • 17 Jul 2019 in Senate: Mr. Deputy Speaker Sir, in the period under review, our Committee experienced challenges occasioned by the fact that the relevant line Ministries tend to submit statutory instruments to the National Assembly and not to the Senate, even when the functions involved are devolved, in violation of the Statutory Instruments Act, 2013. First of all, it is commendable that pending bills reduced from Kshs108 billion to Kshs51 billion, that is a drastic reduction. I commend the Committee for their good job. The other thing I would like to speak about is the pending bills that are unsupported. That one needs further investigation because in my view, it borders on fraudulent transactions. Kenya is one of the countries known for high level innovation when it comes to Information Communication Technology (ICT). We cannot afford to leave behind that benefit to our own use. Sen.   • 16 Jul 2019 in Senate: Once the system is developed centrally, other stakeholders, for example, the Auditor-General, who audits all counties--- If there is a centralized system, developed in the same manner, it makes the audit process easier. They do not have to learn. Especially, if you allow them to have their own system, it means that they will be developing systems year in, year out. In terms of audit trail and the efficiency of the Auditor-General, one centralized system that is customized to the needs of specific counties is a good thing.   • 16 Jul 2019 in Senate: There is one submission from the Institute of Certified Public Accountants of Kenya (ICPAK) that said that there was one county that had 11 systems of revenue collection. Why do you need 11 systems just to collect revenue for a county that is well known? As you are aware, the revenue streams for counties are very few. Why do you need 11 systems just to record a revenue collection? view

  • 11 Jul 2019 in Senate: Thank you, Madam Temporary Speaker. I think that the Senator for Kakamega County is completely out of order. Sen. Shiyonga is not subservient to him. We should have some respect in this House. She is here as a Senator in her own capacity. It is wrong for a leader of a delegation to disrespect a Member of his delegation and it speaks a lot about the kind of leadership that he is providing. view

I also wish to join my other colleagues in congratulating the “Super Senator”, Sakaja, for a well-articulated Report. There is something that I want to appeal to him and if he really needs analysis - I will not pre-empt the Motion by Sen. (Dr.) Zani which am seconding.   • 11 Jul 2019 in Senate: Thank you, Madam Temporary Speaker. I congratulate the Vice Chairperson of the Committee on National Cohesion, Equal Opportunities and Regional Integration. Despite all the challenges that the Committee had, she was able to make it afloat. I had many plans and foresights in terms of what they are planning to achieve. So, I am proud of the Vice Chairperson. I am sure that if she is given an opportunity, she will take the Committee to greater heights. view
