Anybody who receives education is empowered. We thank Sen. Outa donors for giving the children that advantage. I visited North Sudan during the Darfur crisis in 2005. Part of my job was to train people on accounting and book keeping. In some of those counties, there is no medication and some of the equipment still lies idle without being used. Most counties are not also following the CBAs that were negotiated between the national Government and county governments.
