Mr. Speaker, Sir, I join you in welcoming the students and the delegation from the Fred Outa Foundation. Education is an equalizer. Anybody who receives education is empowered. We thank Sen. In some of those counties, there is no medication and some of the equipment still lies idle without being used. Most counties are not also following the CBAs that were negotiated between the national Government and county governments.
