Clause 28(1) states that- “Notwithstanding the provisions of section 29, any member who retires on attaining the early retirement age is entitled to make withdrawals in accordance with section 29.” It is my opinion that this needs to be specified. What does an early retirement mean in this Scheme?

Thank you, Madam Temporary Speaker. If you leave it the way it is, you will expose the trustee to undue litigation. If a reserve fund is created though I do not recommend for it to be created but if it is created, then every time a member leaves, it should be redistributed to determine the share of the member who is leaving and he or she should leave with his contribution of the reserve fund. Madam Temporary Speaker, the Sessional Committee on Delegated Legislation was constituted in December 2017 during the first Session of the Twelfth Parliament pursuant to the provision of the Senate Standing Order No.219. The Sessional Committee on Delegated Legislation is established under Standing Order No.221 and it is mandated to consider all statutory instruments submitted to the Senate and ensure conformity with the provisions of the Constitution and any other law.
