Mr. Deputy Speaker, Sir, once again coming back to the absolute powers of the CS, we know that the CS does licensing of oil exploration and all that. However, in Clause 96, the same CS who is at the other end of supply is given more powers- “The Cabinet Secretary may undertake in whole or in part, the provision of financing, procurement, storage, maintenance, management of petroleum strategic stocks.” As a finance person, I see a loophole in that process. Kenya is trying to industrialise. We have seen the first stock of petroleum products being exported to be refined, yet Kenya has a refinery in Mombasa, which probably needs repairs. We should have repaired it so that it creates more jobs. Similarly, because industrialisation is one of the flagship projects of Jubilee, the Government needs to consider that, especially if there are enough economic reasons why we should do that. The other thing is that we need to enter into partnership with Uganda and build a refinery in Kenya. That way, we shall save funds that are needed in this ...
