The Auditor-General must carry out a special audit on COVID-19 money in all the 47 counties. These are people who are spending money on behalf of sick Kenyans, and they do not want--- I am glad and it is through the grace of God that Kenyans are not dying in numbers. It is not because county governments have worked hard, but just that God has felt that Kenyans should not die. Mr. Temporary Speaker, Sir, this is one of the things that the enemies of devolution use against counties; that people are wasting money to have counties set up yet, ...

Madam Temporary Speaker, I want to correct the assertion that “money Bill” is any appropriation from the Consolidated Fund and not from the county funds. That is still our mandate. That is the way a “money Bill” is identified. The National Assembly would like to put everything as money Bill, but the interpretation we got of money Bill is that it is money from Consolidated Fund. However, this one is from county funds.

were hoping that, that person was going to be saved. By the time somebody comes into a hospital at 3.00 a.m. it is a serious problem. Nobody wants to be on the road at that hour. For the hospital to delay her treatment and then she dies as a result of lack of attention, is very sad. I also join my colleagues in congratulating Sen. Mugo for bringing this issue. I also thank the Senate Committee on Health. We have blasted the Committee on Health for so many things. However, on this one, they were spot on. I want to ...

Therefore, it is my request that we just ask them to apologize and we finish this matter now. I thank you, Madam Deputy Speaker.

Mr. Speaker, Sir, I thank the Committee for taking up this matter, but even in their response, is see a gap. They were clearly told that there were two generators, one that is One Megawatt. The needs of the town are more than that. The question they have not answered is: First of all, nothing has happened from July; they are still in darkness. The Committee should have asked how they are meeting the gap in terms of demand in the first place. None of the two generators is working. That town is still in darkness. I think the Ministry ...

Mr. Speaker, Sir, I wanted a rider on the point raised by Sen. Mwaruma. I brought a Statement on people who have not been paid by the County Government of Wajir for 23 months. I brought that Statement when their contracts were ending. Their contracts have now ended and they had requested that they should be stopped from recruiting. Mr. Speaker, Sir, I have not heard the conclusion of that Statement and I beg your indulgence. You had committed that Statement to the Standing Committee on Labour and Social Welfare and up to now, I do not know where it ...

Thank you, Mr. Temporary Speaker, Sir. I also wish to compliment the Committee on the COVID-19 Situation in Kenya for the work well done. I support Sen. Sakaja on The Pandemic Response and Management Bill. That Bill was thoroughly worked out. We looked at all the other aspects, and therefore, for the National Assembly to call it a Money Bill is not acceptable. Let us create rapport with the leadership of the other House, so that we have a better way forward. If that Bill is good for Kenyans, let us not have people throwing it away for flimsy excuses ...
