  • 23 Sep 2020 in Senate: Thank you, Mr. Temporary Speaker, Sir. Initially when I was sponsoring this Bill, there were two things that made me think about it in the first place. President Uhuru Kenyatta at some point said that both national and county governments must reduce pending bills. He tasked the national Treasury to ensure that bills have been paid. It was because of that, that I started thinking about it. At the same time, Sen. Sakaja was also thinking about the same idea. Both of us went to our legal teams and that is the time we decided to co-sponsor the Bill, because ... view
  • 23 Sep 2020 in Senate: Mr. Temporary Speaker, Sir, I request that pursuant to Standing Order No. 61 (3) that putting of the question be deferred to a later date. I thank you. • 22 Sep 2020 in Senate: Madam Deputy Speaker, I would like to go on record thanking CJ Maraga for the decision that he took. If it will take all of us going back for election for the two-thirds gender rule to be realized, so be it. I believe that gender equity is a human rights issue that the elected leaders should take care of. I believe that over 50 per cent of the Kenyan brain is not on the decision making table. Women make up 51 per cent of the Kenyan population, yet their brain and ideas are not on the decision making table and ... view
  • 22 Sep 2020 in Senate: Madam Deputy Speaker, if the advisory given to the President by CJ Maraga was on any other constitutionality other than the two-thirds gender rule, most of us would have respected that rule. As Sen. Halake mentioned, most of the Bills that would have led to the dissolution of Parliament for non-passage have already been complied with, except the two-thirds gender rule. Therefore, that shows that there is a problem in terms of our understanding. More than 51 per cent of the population of this country is not adequately represented in both Houses. At least in Senate we are just minus ... view
  • 22 Sep 2020 in Senate: sponsored by Sen. Mutula Kilonzo Jnr. and I, is about just filling in the gap. Kenyans are made to feel as if is it is going to bring in another 290 seats back to the House. That is far from the truth. view
  • 22 Sep 2020 in Senate: Gender rule is not about women, but about both genders. view
  • 22 Sep 2020 in Senate: Madam Deputy Speaker, this is still relevant because the CJ took this action as a result of the Gender Bill not being passed. That is what I am discussing in terms of its relevance to what we are discussing now. Let us look at how we can balance because there are a lot of things that are against women in terms of the elective position. They face a lot of challenges in this country in terms of election violence, parties not giving them nomination and so many other impediments. Apart from gender disadvantage, we also have disadvantaged groups such as ... view
  • 17 Sep 2020 in Senate: Thank you, Mr. Speaker, Sir, for giving me this opportunity. Fifty Eight years after Independence, we still have people who abduct other people like thieves. • 17 Sep 2020 in Senate: abducting that person, why should you not do proper investigations and charge that person in a court of law or book that person in a police station in a clear manner? Why is a Government institution abducting people? Abducting people is a crime in this country. This needs to stop because they abduct people and no one knows where they are taken. Sometimes, the abducted person is found dead somewhere. These are human beings; they are neither goats nor sheep. People do not even slaughter goats and sheep for no reason. They slaughter them as a source of meat or ... view
  • 17 Sep 2020 in Senate: Thank you, Madam Temporary Speaker for giving me this opportunity. First and foremost, I wish to thank His Excellency Uhuru Muigai Kenyatta who made the cake bigger for us to share. Had that cake not been made bigger, the stalemate would never have ended. I also wish to thank all the leaders who have contributed to ensure that no county is losing in this country. Through increasing the cake, Wajir County moved for Kshs2.04 billion loss to gain Kshs900 million; giving it Kshs2.953 billion. I also owe special thanks to all the Senators in Team Kenya, especially those seven, as ... view
