  • 30 Jul 2008 in National Assembly: Mr. Speaker, Sir, I appreciate the answer given by the Assistant Minister. July 30, 2008 PARLIAMENTARY DEBATES 2225 However, he has failed to respond to one thing. The bodies were booked by a police officer. Mr. Speaker, Sir, in fact, the two persons were picked by police officers at Muthurwa Market. In fact, cases of killing people in Embakasi are known to everybody. I am a bit surprised to hear the Minister say that he does not know while in Embakasi we are burying an average of five young men daily, through police shooting. This is a very sad case. ... view

  • 29 Jul 2008 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I rise to support this Motion and commend the Minister and his staff for their excellent work in lighting up the country, and in particular the rural areas. Rural electrification has been a big success, only that in some areas like the slums, we have had a low supply of electricity, which has been the cause of most of the fires in such areas. Power in the slum areas is not enough and people there tend to supply themselves power using poor quality wires over long distances. That has been the cause of the poor ... view
  • 22 Jul 2008 in National Assembly: Thank you, Madam Temporary Deputy Speaker, for giving me this opportunity. I rise to support this Motion on Recurrent and Development expenditure for Financial Year 2008/2009. I wish to pinpoint some points. Madam Temporary Deputy Speaker, I wish to comment on the confusion which is there on the issuance of title deeds in the cities. In Nairobi, we had two tittle deeds issued for the same piece of land because of the confusion that is there in land laws. Some title deeds are issued directly by the Ministry of Lands and the same piece of land is given a different ... view
  • 16 Jul 2008 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I rise to support this Motion. First, I would like to congratulate the Minister and Assistant Minister for the work that July 16, 2008 PARLIAMENTARY DEBATES 1901 they have done, so far, and the brilliant ideas in their proposal. Even though, I know that they will meet some big challenges from local authorities around this City. I believe that the Minister is up to the task. I also believe that this Ministry needs to have an enforcement section. There was a proposal to have a metropolitan police unit in this area. I believe some of ... view

  • 29 Nov 2006 in National Assembly: Mr. Temporary Deputy Chairman, Sir, I beg to move:- THAT, the Bill be amended by deleting the Second Schedule. The reason for this amendment is that after consultations with the Drafting Section of the Attorney-General Chambers, I was advised that there are no international conventions which refer to our Acts of Parliament. Therefore, from a technical point of view, this convention should not be part of this Bill. For that reason, I am proposing that we delete the Second Schedule. view
