Mr. Deputy Speaker, Sir, three directors of these companies have converted members' property into their private property. They are selling the property to unsuspecting Kenyans without any regard to the law. They are also selling public utilities without being concerned that the members will need to develop them in future. We expect the Office of the Attorney-General to take action on these directors. Thank you, Madam Temporary Deputy Speaker, for giving me this chance. I rise to support this Motion and commend the hon. Kaino for moving it. However, I beg to move that the Motion be amended as follows:- By deleting the word "existing" in the last sentence. So, the last line of the Motion now reads that: "This House urges the Government to create administrative districts on the basis of constituencies---".

Mr. Temporary Deputy Speaker, Sir, I rise to support this Motion. I will start by commending the Minister for the work they have done. Mr. Temporary Deputy Speaker, Sir, I would like to point out some of the handicaps that the Ministry of Planning, National Development and Vision 2030 gets in implementing the proposals. The proposals are well intended but are never coordinated by some of the agencies that October 21, 2008 PARLIAMENTARY DEBATES 2871 are supposed to implement them. Mr. Chairman, I appreciate the work that the Ministry is doing on the markets. But recently, there was an intended plan of Public/Private Partnership (PPP) which should be encouraged. Some of the markets that the local authority is not able to allocate some money were designed by the Ministry. The residents should be given a go-ahead to construct the markets. Right now, in Embakasi, there is no allocation for any market and we have places where we can construct markets.
