All I am saying is that we should leave the Bill as it is. Introducing what the Departmental Committee is trying to introduce is not proper. I want to go by the original Bill as it is under Clause 3. We should maintain it rather than change it. Changing it would imply that we should be forced to change our culture. Our culture should die gradually rather than forcing ourselves into changing it. I maintain that it is not necessary to have this clause changed.

I would like to ask Kenyans to bank with their Savings and Credit Cooperatives (SACCOs). In a SACCO, you can always talk to the manager who can give you the money you want at very lower rates. The banks cannot listen to you. I have had cases in my constituency where two schools bought buses through a bank, and these buses have been towed four times because they could not pay the interest. Hon. Temporary Deputy Speaker, I want to thank Hon. Chris Wamalwa for bringing this amendment to the House. With the passage of this amendment, parties can now access funds directly from the Registrar of Parties as opposed to what happened in the past where, for example, the big parties like ODM or TNA would access the funds. In this Bill, each party will access the funds. I second the Motion and thank Hon. Chris for bringing this amendment.
