  • 10 Feb 2016 in National Assembly: station there, others in central Kenya, Coast and the Eastern region so that they can visit some of the health centres there. Sometimes, we lose lives because a microscope does not work or because there is nobody who can look after it. With this proposed board, the regulations will be very strict and there will be discipline in the medical service. Hon. Temporary Deputy Speaker, we were forced to take our patient to India because of lack of or an equipment being out of order. I happened to be in India some time back and I was amazed at how ... view
  • 17 Dec 2015 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. I want to take this opportunity to thank and congratulate the two nominees. Particularly, I want to talk about Charles Sunkuli for the State Department of Environment. I have worked with him. I used to be the Managing Director of both Tana and Athi River Development Authority (TARDA) and the Lake Basin Development Authority (LBDA). I can see Eng. Mahamud who was my PS that time for Regional Development Authority Ministry. We worked very well with him. Mr. Sunkuli is somebody that I know and he fits the bill. • 17 Dec 2015 in National Assembly: Hon. Temporary Deputy Speaker, I want to take this opportunity to thank the two nominees for the positions of the Principal Secretaries in the Ministry. As it has been explained by my Chairman, we did not have any problem with the two appointees, particularly, Mr. Andrew Tuimur who is coming in as the Principal Secretary in Livestock and Cooperatives. As my Chairman has explained, Tuimur’s qualification fits the job. His employment record is vast and relevant in this particular Ministry. • 16 Dec 2015 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. Let me take this opportunity to say I support this Bill and I think it has come at the right time. I am aware that there are quite a number of transactions and agreements that have been taking place in our country, and which would need to be rectified. This Bill, therefore, empowers Parliament to protect some of the natural resources that we know. I will start with the natural resource that comes from this country – River Nile. The source of River Nile is actually the highlands in the Aberdares. I can tell ... view
  • 16 Dec 2015 in National Assembly: do not know who did that and for what benefit. That again gives us time and power to look at some of those things. I hope that when we come to the Third Reading, we will look at some of those treaties and see if we can rectify them since we have been empowered. Secondly, I am also aware of a recent discovery of oil and natural gases in our country. This is not something that the CS can just go and sign without this Parliament being involved. Yesterday, I heard some good news from Turkana that they have found ... view
  • 16 Dec 2015 in National Assembly: I hope they will inform me when that will be because sometimes we are very busy. view
