  • 3 Dec 2015 in National Assembly: Hon. Speaker, I also want to thank Mzee Wangamati. For those who do not know, Mzee Wangamati is the ex-Mayor of Webuye Town. We have had a problem in that area. The place is now at a standstill. It was an upcoming city in the area but, presently, there is no income being generated in the area as has been said. We really have to do something about this. We used to export paper from Webuye to other countries. We also used to have an afforestation programme but, today, there is nothing. The former employees should be paid their dues. ... view

I also support this sessional paper. There is a meeting going on in Paris today because the leadership the world over has concern about what is happening to the environment, leading to global warming. I travelled to Romania some years back, on personal interests. While there, I went to Bucharest. I was very impressed to find a forest covering the entire city centre.   • 2 Dec 2015 in National Assembly: Hon. Temporary Deputy Chairlady, I support the amendment. I do not think that we want to restrict ourselves to number of projects. You can do five, 10, 30 or 50 quality projects. I oppose the limitation of projects to between five and 25. I support the amendment. view

Apart from Kiambu County which has been in the newspapers for quite some time, we also have governors who do not even stay in their own areas. This report is good because it will bring some order in the county. Sometimes, you will find a governor moving from one place to another because he did not get a lot of votes in that area. Some people are making money out of the clashes. The petitioner has not said exactly when they were evicted. Those ADC farms are very old.   • 19 Nov 2015 in National Assembly: Thank you, Hon. Speaker. This is a very straight forward amendment. At the same time I am a worried person. The concept of county governments is very new. I have heard of cases where because counties do not get money on time, they are now forced to borrow money from commercial banks. It is true because money from the Central Government delays. Because the county governments have to meet recurrent expenses, they are forced to borrow from these banks. These are things that the Jubilee Government should understand. I support the amendment but as a word of caution, the money to the county governments should be disbursed as soon as possible. This is November and even the Constituencies Development fund (CDF) money which affects all of us, has not been disbursed. I received Kshs10 million out of Kshs139 million. Similarly, county governments are having problems. I know for sure that, if there is attachment of some properties, the operation of the counties will come to a halt. We should have passed this Bill long time ago since it was brought before the House in 2002. I hope that we will be able to fast-track this and move on. view
