Under Part II, Clause 6, we have had problems with the Government in giving information. The other day we were here and one Member of Parliament raised a point of order that a journalist of the Daily Nation Newspaper had been arrested out there just because he had disclosed some information. As if that was not enough, the journalist was taken to the police station, because this law has not been passed. Temporary Deputy Speaker, we should encourage children to go to school. In my sub-county, we have large farms. Hon. Temporary Deputy Speaker, several schools that have been sponsored by the Catholic Church and African Inland Church have done very well. Maseno School, Alliance High School, Yala School and Kibati School, where I attended as well as Kamusinga, St. Monica and St. Josephs in my county are sponsored by churches. We cannot remove the churches from the management of education in our sub-counties. We should give room to churches in the management of education in our sub-counties. That aspect should come out strongly during the Third Reading of this Bill.

Hon. Temporary Deputy Speaker, taxes collected at the county level cannot assist us get enough revenue. When we were devolving functions, we expected the counties to collect enough taxes. The counties do not even have a formula for collecting taxes. Counties rely on the national Government to send them money. That money goes into Recurrent Expenditure.
