  • 2 Jul 2014 in National Assembly: The other thing is that you will go to a dispensary and find that the basic equipment for hospitals does not exist. In fact, I went to one dispensary and found that The electronic version of the Official Hansard Report is for information purposesonly. • 2 Jul 2014 in National Assembly: they had borrowed some very essential equipment from another health centre. This showed that the county government was not prepared--- view
  • 2 Jul 2014 in National Assembly: They were ill prepared for that function and, therefore, I support the Report. I hope that with this amendment, we will be able to see what functions the people in the county can handle. That is because devolving for the sake of it is not actually good. In any case, as has been mentioned elsewhere, the term was too short. Within a year, you have devolved everything else and, therefore, that, again, is a bit of a problem. Then, of course, in the county government, you will find that the county executives that have been actually given the responsibility - ... view
  • 25 Jun 2014 in National Assembly: Thank you, hon. Speaker. Yesterday, I was the only one who opposed the Supplementary Budget because only four months ago, we had a similar thing, which we approved. We now have another one. I have been asking myself since yesterday, why we have this particular second Supplementary Budget. I said that it is a trend that is not acceptable because somebody somewhere is not working. If we had this once, maybe, one would understand. view

  • 24 Jun 2014 in National Assembly: Hon. Temporary Deputy Speaker, I am in between but at the end of the day, I think this has been forced on us. First of all, in my life history, it is the first time I am seeing two Supplementary Budgets within a short time. The last time we had a Supplementary Budget here which I happily appended my signature to is about four months ago. Now the second Supplementary Budget is here and it is about week to go to the end of the month. That means there is somebody somewhere in the Treasury coming up with new ways ... view
  • 24 Jun 2014 in National Assembly: there will be some interest. I want to be very clear that our boys and girls at the Treasury should be able to up their game, so that we can know what we are doing. The so-called Euro Bonds are coming. Again, we have borrowed money from China and my grandchildren are going to pay for it. With this kind of work at the Treasury, our burden is going to increase day and night. I am not sure whether I should say yes or no to this particular Budget. Last but not least, I want to say that it is ... view
  • 24 Jun 2014 in National Assembly: Hon. Temporary Deputy Speaker, the Chairman of the Budget and Appropriations Committee says here that in the interest of the Committee, he supports the payment of the money to Anglo Leasing. I do not know whether that is the position of the Committee or this House? view
  • 24 Jun 2014 in National Assembly: Let me close debate on it. view
  • 18 Jun 2014 in National Assembly: Thank you, hon. Temporary Deputy Speaker, for giving me this opportunity to thank hon. Chris Wamalwa for taking us through this very important Bill. As my colleague has just mentioned, food security has been a problem in this country and with the passing of this Fertilizers and Animal Foodstuff Bill, we will be able to get, at least, fertilizers on time and distribute it accordingly. Sometimes, we have cases where we get fertilizer very late than the farmers expect. This again will encourage Kenyan entrepreneurs to invest into the fertilizer business. What is now remaining is for the Government to ... view
