Hon. Temporary Deputy Speaker, given that background, I think this amendment that has come is good because from what I can see from it, it is strengthening regulation and, of course, the depositors will not be asked to pay for whatever has been lost. Those creditors that have actually had opportunity to lend money or whatever to the insurance will no longer have to worry. So, I think this amendment, to me, is good. I want to praise the Mover of this amendment for the protection of the depositors and the creditors.

What is also interesting is that those that need to be reimbursed, from this amendment, it will be done without having to go to the depositors or the shareholders. It will be done promptly because they have money to protect their own insurance or whatever that you have put there as deposit. So, all I am saying is that given the background and this amendment I urge the House to support it because even if you have the receivership--- I remember and with a caution, we have had receiverships in some of the institutions who instead of staying for six ...

Hon. Temporary Deputy Speaker, I would like to clarify an issue. With regard to what the hon. Member is referring to concerning people having to pass Motions and Bills, we are simply saying that sometimes this House has passed Motions---

I want to inform the hon. Member we pass Bills here and then later we realize that we have made a mistake. There is nothing wrong with this House coming back and rectifying mistakes. For hon. Langat to say that he regrets--- The only thing over which I agree with him is that the leadership of this House should be here when we have good Bills such as the one we are debating this afternoon. I expected the Leader of the Majority Party and the Leader of the Minority Party to be present. It is true that we pass Bills, ...

Hon. Temporary Deputy Speaker, Sir, there is a general statement that has been made because, basically, the Mover of the Motion had indicated that he supports the Motion. To be put last in the list of the people who are going to contribute is not--- I think he even mentioned it to you. I would rather be given the chance because I have taken time to research on the same.

Hon. Temporary Deputy Chairman, if we give these people another one year, we will not be able to measure their performance. Therefore, I support what the Chairman has said. Let us give them six months because when the President assented to the Bill, there was already a co-ordinating team in place in the Ministry. If we give them so much time, we will not be able to measure their performance. I quite agree with the Chairman. If the Committee met with the Cabinet Secretary and he agreed that he would do it within six months, let us give them six ...

Hon. Speaker, I support this Procedural Motion that we shorten this period. Apparently the Cabinet Secretary and the Principal Secretary are hardly two months in office. We need to give them time. There are so many laws being addressed here. They touch on, for example, sisal, coffee and tea. The request for them to be given more time is quite valid. I support that we shorten the publication period so that the Ministry is given time to organize its House. The agricultural sector is very important for this country and if we rush it we are likely to see confusion ...

Hon. Speaker, I want to second the amendment. I do not know whether you will allow me at this stage to have my input to strengthen hon. Chepkongaâs amendment. If I am allowed, I will proceed.
